The national campaign “The Emirates is the capital of entrepreneurs in the world” launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai “may God bless him”, to consolidate the UAE’s position as a global destination for entrepreneurship.
The national campaign is supervised by the Ministry of Economy and Tourism in cooperation with the media office of the UAE government, with the participation of the Emirates Business Council and more than 50 governmental and private agencies, incubators, business parking and academic institutions.
The state also continues to support entrepreneurship, by launching leadership initiatives, consolidating flexible economic legislation and providing competitive incentives to establish emerging business and projects, including the launch of the entrepreneurial system and the “leadership” fund to develop and stimulate entrepreneurship in the country with comprehensive strategies aimed at enhancing the Emirates competitiveness in this field.
The first initiatives of the entrepreneurial system were the Council of Entrepreneurship and includes in its membership 16 government agencies working together to enable and motivate small and medium enterprises and entrepreneurship and support their success, and the “leadership” fund is one of the most important initiatives through which incentives have been monitored with a value of 300 million dirhams to encourage graduates to enter into the field of entrepreneurship and building mentality and pioneering culture within the country between various groups, and the UAE government has worked to create A competitive economic legislative environment to support the growth of small and medium -sized companies and increase their contribution to the gross domestic product of the national economy.

The “71 Hub” platform is one of the main initiatives within the Abu Dhabi Government Program for Development accelerators “tomorrow 21” and was launched in 2019 to support emerging technological projects worth 520 million dirhams, and this was accompanied by the launch of an investment fund worth 535 million dirhams to invest in emerging technological companies within the “71 Hub” platform, to reach the value of government investment allocated to support technological projects Emerging for more than a billion dirhams.
“71 Hub” provides full support to technological companies in terms of living, office space and health guarantee, and the platform currently hosts more than 360 startups, and more than 180 partners, with more than 840 newly new jobs, and Hub71 has also received the largest group of startups in the field of artificial intelligence so far with the joining of 26 high -growth startups to their 17 group, and these companies collected these companies More than 818 million dirhams, is the largest financing volume of any group that joins Hub71, reflecting the high level of startups that expand their business from Abu Dhabi, and the continuous investor confidence in its position as a global center for advanced technology.
During September 2025, 71 Hub launched a new initiative that links startups in Hong Kong during its subsequent stages to the technology system in Abu Dhabi to support its regional expansion and facilitate its entry into the markets, and this program is the fourth cross -border participation for the 71 Hub system this year, after its recent strategic initiatives in New Jersey, Japan and Ireland.
– Mohammed bin Rashid Foundation for Small and Medium Enterprises Development.
The Mohammed bin Rashid Foundation for Small and Medium Enterprises Development was established in 2002, and it is one of the institutions of the Department of Economy and Tourism in Dubai, and has achieved distinguished achievements in the Entrepreneurship Sector in the emirate, where the total number of small and medium -sized companies benefiting from the Foundation’s support to 19904 has reached companies since 2002.
In 2024, the Foundation supported the establishment of 3461 new Emirati companies, an increase of 524 companies compared to the year 2023, and the consulting services were provided for 3075 entrepreneurs who obtained guidance and guidance services from experts, which is more than twice the number of beneficiaries in 2023, raising the total number of beneficiaries of these services to 53206 business pioneers since the launch of the institution.
The “Mohammed Bin Rashid Fund for Support for Small and Medium Enterprises”, the financing arm of the Mohammed bin Rashid Foundation for Small and Medium Enterprises Development, has played a pivotal role in 2015 in the empowerment of entrepreneurs, as the total number of projects benefiting from the fund reached 168 projects with a total value of 137 million dirhams.
“Region 2071”.
The 2071 region was launched in May 2017, supervised by the Dubai Future Foundation, and it was allocated to linking private companies, governments, startups, investors, youth and public to design the future.
The 2071 region is hosting a set of innovation support programs, speeds and incubators of startups and startups, in addition to a number of government agencies, international companies and future research centers.
Within the framework of the 2071 region, the Dubai Future Hurraft Program succeeded during its previous sessions by attracting 227 startups from 34 countries that participated in more than 80 challenges launched by government agencies, and 45 companies have established offices in the UAE to provide about 600 new jobs for local and international talents in the country.

The Business Incubator N5 is one of the most prominent business incubators in Dubai, which was launched by the company “TECOM” in 2013, and the number of emerging companies and projects that fall under its umbrella has reached more than 1,000 emerging projects as well as 4 innovation centers, and the incubator aims to support startups, and it has contributed an important role in enhancing a competitive and stimulating business environment in various sectors during the past decade by embracing more than 500 startups and assist them in accessing investors and collecting funds.
In February 2022, the incubator announced the expansion of its services by launching a new platform, the first of its kind in the region, which brings investors and bold capital boxes in one place within the “In 5” technology center in Dubai Internet City.

The Dubai Technology Center for Entrepreneurship “Detek” is one of the initiatives of the Dubai Silicon Oasis, which is the largest of its kind in the Middle East and North Africa technology and joint work spaces, as the number of companies that it embraces until 2022 has reached more than 1045 startups in which entrepreneurs work of more than 75 nationalities.

The launch of the National Business Incubators Network in January 2023 came under the supervision of the Al -Watan Fund, in cooperation with 25 major partners representing the elite of “university and commercial” incubators, accelerators, financing institutions, and government agencies, and within one year the number of network members reached about 900 members.
