The UAE does not wait for changes, but rather prepares for them and participates in making them

Assistant Minister of Cabinet Affairs for Strategic Affairs, Hoda Al-Hashimi, confirmed that the current transformations in the fields of technology, economy, climate, and population require governments to think in new ways that depend on preparing for a wide range of possibilities, and not being satisfied with planning one path.

Strategic choice
She explained in her opening speech during the annual meetings of the Global Future and Cybersecurity Councils in Dubai 2025, in the presence of an elite group of experts, decision-makers and thought leaders from various countries of the world, that the concept of “strategic choice” reflects the leadership philosophy of transforming flexibility into a permanent institutional practice that enables government agencies to make informed decisions at the appropriate time.

Flexible paths
Al Hashemi stressed that the UAE does not wait for changes, but rather prepares for them and participates in making them, by building flexible strategic paths that ensure sustainable growth and leadership, so that its vision “We are the Emirates 2031”, which constitutes a renewed national journey towards the future, remains.

Main tool
She stressed that the UAE government continues to consolidate the “Strategic Choice” methodology as a main tool to prepare for a future in which technical, economic and demographic transformations are accelerating, noting that the national vision “We are the Emirates 2031” represents the framework that directs efforts towards building a government system that is more flexible and ready for various future scenarios.

Global platform
She pointed out that these councils constitute a global platform for exchanging visions and formulating proactive solutions to future challenges, based on the UAE’s pioneering role in anticipating and creating the future.

Planning cycle
Al Hashemi said that His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, directed last July to launch the new strategic planning cycle for the federal government until the year 2031, calling for the adoption of innovative and flexible foundations in preparing government strategies, in a way that enhances the country’s ability to adapt to rapid global changes.

Strategic intelligence
She stressed that the UAE is continuing to implement the strategic intelligence methodology through its partnership with the World Economic Forum and Kearney Company, through seven specialized councils that work to transform ideas into implementable initiatives in the fields of economy and tourism, artificial intelligence and technology, food and water security, the future of work and skills, energy and infrastructure, trade and investment, health and women.
