Legalizing the driving of delivery bikes on fast lanes in the streets of Dubai

The Roads and Transport Authority and the Dubai Police General Headquarters have announced the legalization of driving delivery bikes on the express lanes in the streets of Dubai, starting November 1, 2025, so that delivery bike drivers are prohibited from riding in the two left-most express lanes on streets consisting of 5 or more lanes, and from riding in the far left express lane on streets consisting of 3 or 4 lanes. As for streets consisting of Two lanes or less, so there is nothing preventing delivery bike drivers from riding on them.
Commenting on this, Hussein Al-Banna, Executive Director of the Traffic and Roads Agency, at the Roads and Transport Authority, said: “The announcement of legalizing the driving of delivery bicycles on the fast lanes in the streets of Dubai came as a result of continuous and diligent work in coordination with partners in all government and private agencies to ensure the safety of drivers, as this sector plays a pivotal role in supporting the wheel of economic development, and contributes effectively to raising the level of services provided and achieving health and safety standards.” And sustainability, especially as it is in line with the objectives of the Dubai Economic Agenda “D33”, which aims to double the size of the emirate’s economy in the coming years, in addition to modernizing and developing laws and legislation in a way that enhances the transportation and delivery experience and the safety of road users, which is considered one of the most important priorities of the Roads and Transport Authority.”
Al-Banna added: “This decision comes in light of the significant growth that the delivery sector has witnessed in recent years, whether in terms of the volume of demand or the number of bikes operating on the streets of Dubai. The decision to ban driving delivery bikes on fast lanes was based on specialized traffic studies, standards and technical evidence within the regulatory framework adopted by the Authority to govern this vital and important sector, to keep pace with international best practices and the approved road map that regulates all Areas of security and safety in delivery operations, as during the past months a series of meetings and consultations were held with partners from government and private agencies and consulting companies, to discuss and review procedures to develop the organization of this sector and to set requirements to ensure the safety of drivers and the safety of road users in a way that enhances safety on the emirate’s roads.”
Al-Banna pointed out that the Authority will work with Dubai Police, the Department of Economy and Tourism in Dubai, and partners in the delivery sector to monitor and monitor drivers’ commitment not to ride delivery bikes in the two fast lanes of streets that have more than 5 lanes, and not to drive in the fast lane of streets that consist of three or four lanes.
Al-Banna stated that the authority will work to place signs indicating the ban on commercial bicycles on signboards in the streets of Dubai to indicate the lanes on which driving is prohibited, and these signs will be in addition to the signs of trucks and heavy vehicles whose movement on highway lanes was previously prohibited.
Al-Banna said that the new procedures to ban driving delivery bicycles on express lanes will be introduced through an awareness-raising media campaign through many media and advertising channels and in cooperation with delivery sector companies in the emirate.
In the same context, Major General Saif Muhair Al Mazrouei, Assistant Commander-in-Chief for Operations Affairs at Dubai Police, praised that the strategic partnership and distinguished relationship between Dubai Police and the Roads and Transport Authority contributed to raising the level of coordination and joint work, and achieving the goals of the traffic safety strategy in reducing traffic accident deaths in Dubai.
Major General Saif Al Mazrouei confirmed that the decision to ban driving delivery bikes on the fast lanes in the streets of Dubai comes within the framework of the ongoing efforts between Dubai Police and the Roads and Transport Authority to implement the five-year executive plan for the traffic safety strategy, which includes four main axes, namely the traffic control and control axis, the road and vehicle engineering axis, the traffic awareness axis, and the systems and management axis. It will also contribute to the efforts aimed at reaching the highest level. Traffic safety levels, enhancing compliance with traffic laws, controlling and controlling traffic, and preventing accidents that could have serious consequences for road users.
He explained that violating drivers will be fined 500 dirhams for the first violation and 700 dirhams if the violation is repeated, and the permit will be suspended if the violation is repeated for the third time. Delivery bike drivers who drive at a speed of more than 100 km/hour on streets with a speed limit of 100 km or more will be fined with a fine of 200 dirhams for the first time, and 300 dirhams for the first time. Major General Saif Al Mazrouei confirmed that traffic statistics showed a worrying increase in the number of motorcycle “delivery” accidents, as a result of some drivers not adhering to traffic laws, and some of them being reckless on highways, which poses a grave danger to their lives and the lives of other road users. He explained that statistical reports issued by Dubai Police revealed that 854 traffic accidents occurred last year and 962 traffic accidents during the year 2025, due to violations and violations by drivers of this category of vehicles.
He stated that Dubai Police issued 70,166 violations last year against “delivery” motorcycle drivers for not adhering to traffic laws, while the number rose to 78,386 violations during the past nine months of this year, which reflects the continuation of some wrong behavior.
Major General Saif Al Mazrouei pointed out that motorcycles are one of the means of transportation most vulnerable to fatal accidents, due to the lack of a protective structure around the driver, and the high possibility of losing control at high speeds. He stressed that the decision to ban the driving of delivery bikes on the fast lanes in the emirate’s streets will contribute significantly to improving drivers’ behavior and raising the level of traffic discipline, which will reflect positively on reducing the number of deaths and injuries in the coming years, stressing that the decision comes within the framework of a proactive approach to protecting lives and enhancing road safety.
