A decision to reduce food aid to about 42 million Americans.. What happens?

The President’s administration announced , Monday, said that  for about 42 million Americans will be reduced in November due to the government shutdown that has been ongoing for a month.
An official with the Ministry of Agriculture explained in court documents that the government will use $4.65 billion from the emergency fund to finance payments related to, which will cover approx "50% of the aid provided to eligible families"

The announcement follows a ruling by a federal judge in Providence, northeast of the country, one of two judges who ordered the executive branch last week to use emergency funds to ensure the continuation of the program. "Snap"
The Trump administration says that the program suffers from a lack of funding in light of the government shutdown that has been ongoing for a month due to the failure of Democrats and Republicans to agree on a new budget and their accusations of responsibility for this impasse.

President Donald Trump confirmed on Friday his readiness to release the necessary funds if the judiciary rules in his favor, saying that "He doesn’t want Americans to go hungry"
Hakeem Jeffries, the leader of the Democratic minority in the House of Representatives, accused Donald Trump and his Republican Party on Sunday of"Exploiting hunger" 42 million beneficiaries of the program.
