"Health oversight" It reviews the role of quality standards in enhancing confidence in the health system

Dr. Ahmed Taha, Chairman of the Health Accreditation and Regulatory Authority, stated that the health system in Egypt today faces a real challenge related to the capabilities of the workforce and the work environment in which doctors, nursing staff members, and other health service providers work, stressing that this reality requires rapid action to rebuild a fair professional environment in which competent people feel valued and give them the support they deserve.
The head of the authority explained that the numbers reflect a clear gap between what Egypt needs in terms of medical personnel and what is available. Indeed, in addition to the increasing number of practitioners working outside institutions or outside the country, which makes adopting new policies based on professional justice, protecting practitioners, and providing a work environment conducive to learning and growth, an urgent necessity that cannot be postponed.
Taha said: " “The existence of a health system without quality standards is a random and uncontrolled medical practice that cannot be built upon.” He pointed out that the main strategic goal of the “Jahar” standards is: It consists of providing integrated health services that take into account patient safety and privacy, reduce medical errors, improve medication management, and accuracy of diagnosis, in addition to ensuring the safety and security of health service providers and their training, and providing a safe work environment within health facilities, stressing that the standards issued by GAHAR represent the true shield for protecting the facility and ensuring the sustainability of the quality of its services, in addition to its role in protecting the environment and its safety.
The head of the authority stressed that the medical liability law constitutes a pivotal step for rebuilding trust between the patient and the service provider, through a legal framework. Disciplined, protects rights and promotes safe practices within the health system, explaining that the law directly integrates with the standards of the Health Accreditation and Control Authority (Jahar), which provides the applied framework to ensure the efficient implementation of the law, reduce medical errors, and improve the work environment, pointing out that compatibility between legislation and quality standards represents the basis for building a more just health system And sustainability.
This came during his speech at the discussion session organized by the Health Accreditation and Control Authority “Jahar” Titled "Raising Efficiency of medical personnel … “Towards safer health care”, which was held within the activities of the World Conference on Population, Health and Development (PHDC)25 in its third edition, under the patronage of President Abdel Fattah El-Sisi – during the period from November 12-15, 2025 in the New Administrative Capital.
The session witnessed the presence of an elite group of health sector leaders and international experts to discuss best international practices and experiences, namely Dr. Leslie Thompson, CEO of Accreditation Canada and Health Standards Organization (HSO), Dr. Omar Sharif Omar, Secretary General of the Supreme Council of University Hospitals, Dr. Mohamed Latif, CEO of the Egyptian Health Council, Dr. Ayman Abbas, Treasurer and Member of the Board of Directors of People’s Hospital.
During her speech, Dr. confirmed. Leslie Thompson, CEO of Accreditation Canada, said that the participation of health sector workers represents the cornerstone of achieving quality care, as they are the source of effective ideas for developing the system, noting that joint work enables actual progress, with the use of performance measures to monitor productivity, a culture of justice, and innovation, and measure employees’ feelings of safety when facing problems, as well as enhancing trust between management and health personnel.
Dr. stressed. Thompson stressed the importance of redesigning the health work environment to ensure respect for practitioners from all specialties, providing continuous training and the necessary tools, while taking advantage of modern technologies and artificial intelligence to reduce administrative burdens and improve the quality of health services provided to patients.
Dr. emphasized. Omar Sharif Omar said that the balance between the burdens of continuous learning and practicing the profession represents a real challenge for doctors, especially those working in university hospitals, pointing out that these hospitals represent a basic educational and research environment, in addition to providing urgent services to patients.
He added that combining continuous scientific development and providing urgent care requires careful organization of time and support of the work environment, to ensure raising the skills of doctors while maintaining the quality of services provided, stressing that the new health system recognized this challenge, and the role of the Health Accreditation and Oversight Authority came. "Jahar", and the Egyptian Health Council to support doctors, enhance the work environment, and ensure quality of care.
Dr. stressed. Muhammad Latif stressed the need to unify training standards among the various health sectors as a top priority to ensure the quality of health care, stressing that the presence of certified trainers and strong training programs is the basis for building highly efficient and qualified health personnel to keep pace with the requirements of the new system, stressing the importance of the two axes of quality and training in raising the efficiency of workers in the health sector.
As explained by Dr. Maher Fawzi said that the Medical Liability Law represents a social contract between the health service provider and the patient, indicating that it came as a result of a great effort made by the legislative authorities, and aims to control any randomness in evaluating errors, and distinguish what is actually wrong and what is not, while providing clear protection for everyone who works within the health system according to a specific legal framework, in a way that enhances trust between patients and service providers and ensures safe and stable medical practice.

Mihi Al-Tahyouhi said that the media and social media have a role in distorting the facts about medical complications, which may push citizens to take hasty or wrong positions, noting that behaviors such as violence, discrimination, and financial and administrative corruption cannot be tolerated within health facilities, explaining that the standards issued by the Health Accreditation and Oversight Authority “Jahar” It includes clear ethical principles that are applied according to specific policies, and health personnel are trained on them to become part of the work culture and environment, which contributes to reducing problems between the patient and the service provider and enhancing trust within the health system.
Ayman Abbas pointed out, To the important role of effective management in health care in controlling the work environment for medical personnel, stressing the need to promote values among members of the same team and for the basic criterion in judging individuals to be the amount of effort they exert and what they provide to their institutions To achieve its goals, Ali also stressed that ensuring a fair and respectful work environment for all health service providers, while preserving their rights and equality between them, is the secret to the true success of any institution.
Abbas explained that "quality" A culture that requires time and effort to spread and make it a basic pillar of work within health facilities, stressing that the role of the Health Accreditation and Oversight Authority will be pivotal in changing the form of the health system during the coming period and enhancing quality standards at all levels, which is what the management of People’s Hospital felt during its journey to obtain accreditation according to “Jahar” standards.
