Approved The Council of Ministers to amend the organization of the National Center to Strengthen Mental Health, with the aim of enhancing its operational efficiency and ensuring that its financial and administrative decisions are compatible with the competent authorities, without any additional financial impact on the state’s general budget.

The most prominent amendments came within the framework of reformulating some basic articles in the center’s organization, where the phrase “ "The center is organizationally linked to Ministry of Health" To become "The center is organizationally linked to the Minister of Health"This reflects the strengthening of the administrative powers of the center within the structure of the Ministry of Health.

The amendments included the sixth paragraph of Article Six, which stipulated that the approval of the financial and administrative regulations and other regulations necessary to manage the affairs and work of the center must be done in agreement with the Ministry of Human Resources and Social Development for administrative regulations, and with the Ministry of Finance for provisions that have a financial impact in other regulations.

Ensuring compliance with regulations

The amendments also included an amendment issued in Article Eight by adding the phrase "In a manner that does not conflict with relevant regulations and decisions" After determining the remuneration of the head of the center and his other financial benefits, to ensure compliance with the relevant rules and regulations.

As for the financial aspect of the center, the first paragraph of Article Nine was amended so that the center has an independent annual budget, its revenues consisting of the appropriations allocated to it by the state, with the financial compensation for services and work provided by the center determined in agreement with the Ministry of Finance and the Non-Oil Revenue Development Center, until the governance of the exercise of imposing financial compensation is issued.

The Council of Ministers stressed that these amendments have no consequences. It does not bear any additional financial costs to the state’s general budget, and does not require a request to increase the approved ceilings, in a way that ensures the sustainability of the center’s work and its operational independence at the same time.
