The 63rd session of the Council of Arab Health Ministers and its Executive Office was held in the State of Libya

The State of Libya hosted, today, Thursday, the “63” regular session. The Council of Arab Health Ministers and its executive office in the Libyan capital – Tripoli, with the participation of a number of Arab health ministers, ambassadors of member states, and heads of delegations of Arab countries.

 

The General Secretariat stated in a statement today that the Executive Office of the Council was held under the chairmanship of Dr. Khaled Abdel Ghaffar, Deputy Prime Minister for Human Development Affairs, Minister of Health and Population, and the membership of the Kingdom of Bahrain, the Republic of Iraq, the Kingdom of Saudi Arabia, the State of Qatar, the United Republic of the Comoros, and the State of Libya as observers, and a draft agenda was discussed and approved. Regular session “63” The Ministerial Council was also held, headed by Dr. Muhammad Al-Ghouj, Undersecretary-General of the Libyan Ministry of Health in charge of the duties of the Minister of Health, and in the presence of the Ministers of Health and heads of delegations in the member states. The opening witnessed the words of the President of the previous session of the Council, Dr. Saleh Mahdi Al-Hasnawi, Minister of Health of the Republic of Iraq, the Minister of Health of the State of Libya, Chairman of the current session, and Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health. And Population, Head of the Executive Office, and a speech by the General Secretariat of the League of Arab States, which was delivered by Counselor Maysaa Hadmi, Director of the Department of Health and Humanitarian Aid, responsible for the Technical Secretariat of the Council of Arab Health Ministers, in addition to a recorded speech by Dr. Hanan Balkhi, Regional Director of the World Health Organization for the Eastern Mediterranean. Saudi Arabia, the Arab Republic of Egypt and the Kingdom of Morocco, in appreciation and gratitude for the noble humanitarian and scientific efforts provided by our Arab doctors and nurses.

 

The session also witnessed a presentation on the exchange of successful and pioneering Arab experiences in the health fields, which is one of the most important topics that reflects the spirit of cooperation and the exchange of experiences and success stories between our Arab countries to strengthen health systems, as the State of Libya made a presentation on " The Health Information and Documentation Center of the Ministry of Health in developing the health information system using regional health information systems, and the Arab Republic of Egypt, gave a presentation on Egypt’s path towards eliminating viral hepatitis C. It obtained the gold certificate for being free of Virus C, as the first country in the world. The Republic of Tunisia also presented a presentation on " “Electronic vaccination”, and the People’s Democratic Republic of Algeria made a presentation on “Algeria’s pioneering experience in combating drugs”. Successful and pioneering experiments were also approved for presentation before the regular session “65”  The Council discussed a number of important health issues, most notably supporting the health system in the State of Palestine, by urgently providing field hospitals to the State of Palestine. 

 

The Council also approved the Arab strategy for developing primary health care and family medicine 2026 – 2030, and supporting the preparation of the Arab strategy to enhance the role of Arab immigrant health competencies in supporting the health sectors, and following up on the implementation of the Arab strategy on making public health services available in the context of asylum and displacement in the Arab region, and establishing a regional Arab center for applied epidemiology, and developments in preparing for the work of the Arab Committee for Emergency Preparedness and Response, and unifying Arab efforts to combat drugs.

 

The Council discussed the resolution of the Arab Development Summit on investing in health human resources, and a resolution The Economic and Social Council on promoting the right to family planning in the Arab countries and analyzing the challenges and opportunities associated with low fertility rates, and organizing the first Arab Ministerial Forum for Health and Environment scheduled to be hosted by the Kingdom of Morocco in 2026, as well as reviewing the reports of the Arab Authority for Blood Transfusion Services, the Arab Board for Health Specializations, the Arab Center for Authoring and Translation of Health Sciences, and the draft text of the unified speech of the Council of Arab Ministers of Health before the 79th session of the General Assembly of the World Health Organization in Geneva/May 2026, scheduled to be Received by the Minister of Health of the Kingdom of Bahrain, and the financial status of the Arab Fund for Health Development.
