المملكة: «Communications»: Update the frequency spectrum… and implementation after 90 days

The proposed amendments included radical changes in the structure of The National Table for frequency distribution, which included updating international and national footnotes, and adding detailed information about the nature of uses, to disentangle potential interference.
In its new proposal, the Authority created an independent column under the name “User Access Category”, aiming to clarify with complete clarity the entities entitled to use each frequency band, whether they are military and civilian government entities, or commercial entities and individuals.
The draft redefined radio services precisely, divided It includes primary services that have the right to full protection from interference, and secondary services that do not have the right to claim protection from primary services, even if they preceded them in time use.
The review included responding to the increasing demand for frequency spectrum within the Kingdom, by updating the availability mechanisms to keep pace with the massive expansion of advanced wireless technologies and the needs of the growing telecommunications sector.
The Authority confirmed the Kingdom’s commitment to the regulations issued by the International Telecommunication Union, as national distributions were updated to comply with the outcomes of international conferences, in order to preserve its position. The regulatory kingdom is within the “First Region” in the geographical division of the Union.
The document explained that the amendments included removing textual references to some technical appendices from the body of the plan, such as the uses of industrial and scientific systems, and simply including them within the national schedule to achieve greater flow and focus in the regulatory text.
The plan clearly defined financial responsibilities, stressing that users of the frequency spectrum will bear the cost of modifying or replacing their existing systems to comply with the new standards in the event of a conflict, to ensure an operational environment free of Harmful interference.
The Authority set a time limit for implementation, as the amended plan is scheduled to enter into force ninety days after the date of its official approval, which gives the concerned authorities sufficient time to reconcile their situations.
The Authority concluded its document by emphasizing that the national plan is the only regulatory reference that achieves a balance between different needs, and protects vital services from interference, in a way that supports the digital economy and national security alike.
