The Zayed Authority for People of Determination provides its services to more than 28,000 beneficiaries

The year 2025 represented a pivotal stage in the journey of the Zayed Authority for People of Determination, which provides its services to more than 28,000 beneficiaries, including 2,100 students enrolled in its centers in the Emirate of Abu Dhabi, during which the Authority moved from implementing qualitative initiatives to establishing an integrated institutional system, led by data, whose impact is measured in numbers, and is based on a comprehensive government vision that enhances the quality of life, inclusion and community sustainability.
This harvest was the result of a cumulative path that combined digital leadership, human empowerment, international presence, and integration with partners, confirming the authority’s position as a leading government model in empowering people of determination locally, regionally, and globally.
The year 2025 witnessed the transformation from an institution to an authority, under the umbrella of the Department of Community Development – Abu Dhabi, aligned with the Abu Dhabi Government’s social system, and this coincided with the launch of the authority’s strategy for 2026, “Nebrasna”, which is based on four main axes: empowerment, integration, digital transformation, and community sustainability.
During the year 2025, the Authority continued to achieve qualitative leaps in the path of digital transformation, contributing to the completion of 40,000 digital transactions during the year, within an integrated system aimed at improving the customer experience and enhancing the efficiency of service provision.
This system included the automation of a number of pivotal services, most notably the issuance of 1,706 cards for people of determination, which reflects the actual shift towards a proactive, data-based service model.
In the field of evaluation and diagnosis, the Authority issued 2,990 specialized reports and evaluations (new cases and periodic evaluations), which formed the basis for planning therapeutic and educational services according to the needs of each case. The Authority implemented 83,671 therapeutic and rehabilitation sessions that contributed to raising the quality of life for people of determination and their families.
The Authority worked to gradually move services to automation and artificial intelligence, by employing smart technologies, robotic operations, and technical linkage with government agencies. It developed digital services through the Abu Dhabi Digital Government platform, “Tamm,” through specialized digital spaces in the fields of health, family, mobility, and professions, in addition to launching qualitative platforms, such as the “Hemtec” platform for employment, the educational platform, and technical services management platforms. These efforts culminated in obtaining the Abu Dhabi Award for Effortless Customer Experience – the first session. 2025.
Digital excellence culminated in the Authority winning the global “Zero Project” award for the year 2026 for its innovative project “Issuing parking permits for people of determination,” as an advanced model for comprehensive digital transformation in smart government services that enhances the independence of people of determination and their ease of access to services.
The Authority conveyed the UAE’s experience in empowering and integrating people of determination to global forums, through its active participation in the official side session within the work of the eighteenth session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COP18), organized by the United Nations in New York City, under the title: Empowering comprehensive development through disability-inclusive work and effective partnerships.
The Authority strengthened its global presence in the field of social empowerment and comprehensive inclusion, through its active participation in the Second World Summit for Social Development, in cooperation with the Ministry of Family, which was held under the umbrella of the United Nations General Assembly in the Qatari capital, Doha.
During the year 2025, the Authority launched an innovative project, the first of its kind in the country, by operating a smart robot based on artificial intelligence techniques to approve the cards of people of determination.
The number of new people registered in the People of Determination registry reached 1,655 people, which enhanced the integration of health, educational and social services.
The Authority signed a memorandum of understanding with Q-Mobility Company, aiming to develop and enhance the “Mawaqif” and “Darb” services provided to people of determination, through advanced technological systems that take into account their individual needs and allow for a easier and more flexible use experience.
The number of students enrolled in the Authority’s centers in the Emirate of Abu Dhabi reached more than 2,100 male and female students, receiving specialized educational and rehabilitation services within supportive environments that take into account individual differences and promote independence and integration.
The Authority, in cooperation with the Ministry of Higher Education and Scientific Research, represented by the National Qualifications Center and the Ministry of Family, announced the achievement of a new achievement in the field of vocational education for people of determination, as the National Qualifications Center officially approved the Zayed Authority and the vocational education programs for people of determination at the first and second levels according to the National Qualifications Framework.
During the year 2025, the Zayed Authority established employment as one of the pillars of sustainable empowerment, through a participatory model that combines qualification, support, and confidence-building with employers in the government and private sectors. These efforts resulted in the employment of 131 people of determination, including 86 males and 45 females, during the year 2025, compared to 81 employees in 2024, in an indicator that reflects the development of the employment system and the effectiveness of partnerships.
The Authority launched the “Hematak” platform as a smart digital platform that connects people of determination with opportunities in the labor market, and supports them in the areas of employment, training and entrepreneurship.
The year 2025 witnessed the implementation of a package of qualitative initiatives by the Authority, most notably the “Early Intervention – Together We Start” project, and the “We Read” laboratory for early learning, in addition to the launch of research and scientific initiatives, peer-reviewed journals, and specialized training programs for parents and caregivers.
The Authority achieved a new global achievement with nine of its members obtaining the “Barista” certificate accredited by the World Coffee Organization (SCA) at the first level. The Authority launched cultural, community and sports initiatives, including “Talented Determinations,” “Inspiring Determinations” to enhance the role of People of Determination in society, and “March of the Nation” under the slogan “54 Million Steps for the Nation,” with the participation of more than 16,000 people from various segments of society, who raised the state flag 1,200 meters long, and it was sewn by the hands of 27 People of Determination.
The impact extended regionally through the “Bridges of Hope Holding” project in Egypt, sponsored by ADQ and in partnership with the Egyptian Ministry of Youth and Sports, benefiting 9,022 students through more than 634,000 treatment sessions, operating 105 communication centers in 27 Egyptian governorates, providing 59 centers with Internet service, opening a play park for people of determination, and executive preparation for the establishment of 14 additional parks, and the implementation of medical convoys. and social services in nine governorates, and the number of beneficiaries reached 15,166 beneficiaries.
In the sports field, the Authority recorded a new achievement, as Emirati champion Mohammed Hashel Al Habsi, a player for the Al Ain Club for People of Determination, affiliated with the Authority, was crowned with the gold medal in the World Paralympic Trap Shooting Championship in its seventh edition, in the Czech city of Brno, and champion Dhikra Al Kaabi, a player for Al Ain Club for People of Determination, won the gold medal in the 100 meters race, T71 category, within the World Paralympic Athletics Championships in the capital. India, New Delhi, with a new world record time of 19.89 seconds.
