The decision stipulated in its first clause that the permanent committee formed at the National Center for the Prevention and Control of Plant Pests and Animal Diseases be headed by the center’s CEO, with the addition of the Ministry of Environment, Water and Agriculture to the membership of the committee, without this entailing any additional financial burdens on the state’s general budget or requesting an increase in the approved ceilings.

The decision confirmed in its second clause the addition of the National Center for the Prevention of Plant Pests. and animal diseases and their control to membership in the committee formed to enhance institutional integration in prevention and control work.
The decision included in its third clause replacing the phrase "The National Center for the Prevention and Control of Plant Pests and Animal Diseases is responsible" Ferry store "The Ministry of Environment, Water and Agriculture is responsible".
