Kubilius, the former Lithuanian prime minister, said "In times like these, we should not evade the most pressing questions related to our institutional defense preparedness".

He said that the focus of such an entity should be primarily on trying to change the dynamics of the war in Ukraine to ensure that Kiev does not lose it.
