المملكة: Education: Promotion for occupants of educational positions occurs automatically without prior approval and in accordance with controls – urgent

The Ministry of Education has confirmed that the promotion is for the occupants of Educational jobs do not require prior approval or submitting a request to accept a nomination, as everyone who meets the regulations and conditions for promotion approved by the system will be promoted, in accordance with what is stipulated in the Educational Jobs Regulations and the Executive Regulations for Human Resources in the Civil Service.

The Ministry explained that Teacher promotion is carried out in accordance with what is stipulated in Article 10 of the Educational Positions Regulations, so that the promotion takes place from the rank held by the teacher to the rank immediately following it on the same job number, after completing the statutory requirements necessary for promotion, stressing that it is not permissible to jump between ranks, but must go through the next rank according to the approved sequence.

Service "My decisions"

The Ministry of Education stated that teachers can obtain a copy of Promotion decision through self-service in the Fares system via the “My Decisions” service, while teachers are notified of the results of the promotion through text messages, in addition to notifications issued through the Fares system. She also indicated that the announcement of the promotion date is made through the ministry’s official accounts.

Regarding the professional license, the Ministry stated that if the required professional license is obtained and it has not been reflected to date, it is necessary to review the specialized technical support to address the defect and take the necessary measures in this regard.

The Ministry confirmed that promotion does not take place retroactively, in accordance with what was stipulated in Article (58) of the Executive Regulations for Human Resources, stressing full compliance with what was stated in the rules and regulations governing promotion affairs.

With regard to the requirements for promotion from the rank of teacher to the rank of practicing teacher, the Ministry clarified that based on Article (12) of the Educational Positions Regulations, and taking into account what is included in Article (33) of the Executive Regulations for Human Resources in the Civil Service, it is permissible to promote someone who holds the rank of (teacher) to the rank of (practicing teacher) in accordance with the conditions that there is a need for his specialization at the rank of practicing teacher, and that he must have spent a period of not less than six years in the rank of (teacher), The period he spent practicing the teaching profession on the list of previous educational jobs before he was transferred to the list is counted for the purpose of completing this period only once, in addition to fulfilling the rest of the provisions and conditions for promotion stipulated in Paragraph (1) of Article (10) of the list of educational jobs.

The Ministry also clarified the requirements for promotion from the rank of practicing teacher to the rank of advanced teacher, or from the rank of advanced teacher to the rank of expert teacher, indicating that promotion in these cases is subject to the requirements of Article (10) of the Educational Positions Regulations.

Promotion conditions

The Ministry stated that Article (10) stipulates that, without prejudice to the provisions for promotion contained in the relevant paragraphs of the executive regulations for human resources in the civil service, a person holding the rank of (practicing teacher) or (advanced teacher) may be promoted from the rank he holds to the rank immediately following it under the following conditions:

He must have at least a university degree, and must have spent a period of no less than six years in the rank he holds if he holds a university degree, five years if he holds a master’s degree, and four years if he holds a doctorate, provided that each of these periods is reduced by only one year when considering his promotion from the rank of advanced teacher to the rank of expert teacher.

He is also required to have the necessary professional license, his performance must achieve the minimum points allocated for professional development, and the job performance evaluation for the last three years must not be less than a rating of (very good) or its equivalent.

The Ministry indicated that the period of service spent by the teacher under the list of educational positions prior to this list is calculated for the purpose of completing the period required for promotion or what remains of it, provided that he spends in the rank to which he was promoted for a period of no less than two years before being considered for promotion again.

With regard to the criteria for promotion from the rank of teacher to the rank of practicing teacher, the Ministry of Education clarified that the differentiation is based on the highest score in the following points: the professional license score (specialization), the professional license score (general), and the average job performance evaluation score for the last three years.

She added that when the points are equal between candidates for promotion, comparison is made according to a specific order that includes: the highest average score in the job performance assessment for the last three years, then the oldest on the date of appointment, then the oldest in the year of graduation for a bachelor’s qualification, then the professional license score (specialization), followed by the professional license score (general), and finally the highest in professional development scores.

At the conclusion of its clarification, the Ministry of Education affirmed its keenness to implement rules and regulations fairly and transparently, in a way that achieves job stability, enhances the professional development of those holding educational positions, and improves the quality of the educational process.
