The UAE government launches at the World Economic Forum in Davos the first research white paper on designing the future of legislative intelligence

DAVOS, 22nd January, 2017 (WAM) – As part of the activities of the 56th session of the annual meeting of the World Economic Forum in Davos, the UAE government launched a research “white paper” entitled: “The United Arab Emirates: Designing the future of legislative intelligence, from fixed texts to a living legislative system based on artificial intelligence ideas and solutions.”
The white paper completed by the General Secretariat of the Council of Ministers, in cooperation with Presight, a subsidiary of the G42 group, and PricewaterhouseCoopers (PWC), presents the UAE’s vision and an applied model for the legislative intelligence system. This system promotes the adoption of a proactive approach that anticipates the future in developing legislation and transforming it from fixed systems into a flexible system that keeps pace with the requirements of the smart age and the needs of the UAE, and predicts rapid transformations guided by data, and inspired by the vision of its wise leadership, and the values of its society. Her Excellency Maryam bint Ahmed Al Hammadi, Minister of State and Secretary-General of the Council of Ministers, stressed that in a world where technological developments are accelerating at an unprecedented pace, it has become imperative for governments to develop traditional legislative mechanisms, and based on the directives of the UAE leadership and inspired by our national priorities and related strategies, the UAE government has adopted a national project to develop the first living and renewable legislative intelligence system, led by humans and constantly adapting to changes and learning from them, to enable a better and more prosperous life. For everyone who lives in the UAE.
Her Excellency added that the research white paper combines an ambitious vision and practical application at the same time, and presents how a legislative system supported by artificial intelligence can enhance government effectiveness and global competitiveness of the UAE, and confirms its commitment to adopting responsible innovation. This paper also represents a call for an international dialogue that governments, thought leaders, experts, and private sector leaders contribute to enriching.
For his part, Thomas Pramutidham, CEO of Presight, said: “Presight congratulates the UAE government for once again providing an example of what a pioneering country means in the field of artificial intelligence.”
He added that through its leadership in building a legislative system based on artificial intelligence, flexibility and trust, the UAE is establishing a global model for how governments can harness artificial intelligence responsibly and boldly to improve government services.
He explained that this initiative adopts a futuristic intellectual approach that does not wait for change to occur, but rather actively contributes to shaping it, by designing a model that various countries of the world can benefit from as artificial intelligence becomes an essential element in effective governance.
The white paper launch session was held with the participation of Mohammed Kandi, Global Head of PricewaterhouseCoopers (PwC).
For his part, Hani Ashkar, the responsible partner at PricewaterhouseCoopers Middle East (PwC Middle East), said that the partnership with the General Secretariat of the Council of Ministers in this initiative, the first of its kind globally, reflects the UAE’s commitment to strengthening governance through developing legislative work based on artificial intelligence.
He added that PricewaterhouseCoopers (PwC), as a strategic partner, is employing its capabilities in the field of New Law (NewLaw) and Generative Artificial Intelligence (GenAI) on a national scale, to contribute to the design of an integrated legislative system that links legislation, results, and government services and establishes a global role model in formulating responsible legislation that is ready for the future.
The research white paper presents several pioneering concepts that are presented for the first time, as it included the first dictionary of its kind in the field of legislative intelligence to establish a common language and a unified approach among legislators, policy makers, and technical developers.
The paper also presents an unprecedented application of the concept of digital twins through the unified legislative digital twin as a live digital copy of the country’s legislative system with all its components and data. It monitors changes in real time, analyzes data, proposes legislative amendments, interacts with services in the field, is linked to enforcement mechanisms and judicial application, and simulates the impact on the economy and society in real time.
Given the constitutional and humanitarian dimensions of integrating artificial intelligence into legislation, the paper presents the concept of an “integrated sovereign governance framework,” which defines the role of artificial intelligence as a support for legislators, not a substitute for them. Humans remain the decision maker at all stages from data collection to the final decision, and the framework also ensures that the outputs of artificial intelligence are consistent with constitutional principles and the legal system.
In this context, the paper touched on the importance of the human role in the smart age, by creating new hybrid roles that combine legal specializations and technology.
The paper also reviews the concept of the “Legislative Intelligence Innovation Loop” as a framework that ensures the responsible and continuous development of the legislative intelligence system through the governance of identifying, testing, and applying new artificial intelligence use cases in it.
The paper explains how the UAE is adopting an approach that makes the legislative intelligence system a global science, relying on openness, availability of use in Arabic and English, and the ability to integrate, to be an invitation to partners around the world to contribute to designing the next generation of legislative work enhanced by artificial intelligence, capable of keeping pace with the changes of the times and achieving human well-being.
