Mohammed bin Rashid witnesses a key session by Saif bin Zayed at the World Government Summit 2026

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, and alongside him, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, and His Excellency Saqr Ghobash, Speaker of the Federal National Council, witnessed a key session of His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior, entitled “The Impenetrable Fortress”, as part of the work of the World Government Summit 2026, which It concluded its work in Dubai today, Thursday, under the slogan “Foreseeing the governments of the future.”
The session was also attended by His Highness Sheikh Mansour bin Mohammed bin Rashid Al Maktoum, Chairman of the National Olympic Committee, Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, President of the Dubai Culture and Arts Authority, His Highness Sheikh Mohammed bin Rashid bin Mohammed bin Rashid Al Maktoum, His Excellency Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs, Chairman of the World Government Summit, and a number of ministers and officials.
Lieutenant General His Highness Sheikh Saif bin Zayed Al Nahyan stressed that the true fortress is the human being before the structure, and that the strength of the UAE is not measured by facilities and resources, but by the awareness of its leadership and the solidity of its society, where the people fortify the state and the state fortifies man in a mutual relationship that is rare in historical experiences.

General His Highness Sheikh Saif bin Zayed Al Nahyan said: With the vision of His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, may God protect him, the UAE has moved from a state of resources to a state of systems: diversified energy, sovereign supply chains, and a non-oil economy that exceeded one trillion dollars five years ahead of schedule.
His Highness explained that the strength of fortresses is not measured by building materials, but rather by their leadership and people, citing historical examples. He stressed that a united society represents the basic pillar of strength, and that the Emirati fortress was founded by the wisdom of the founding fathers and strengthened by the leadership of its children to remain impregnable.
His Highness touched on the role of industry in shaping the mental image of countries, reviewing global models such as Switzerland, Germany, and China. He pointed out that China faced historical challenges, most notably the “century of humiliation,” but it overcame them through reform, openness, and technology until it produced about a third of the world’s production.
His Highness stressed that the vision of His Highness Sheikh Mohammed bin Zayed Al Nahyan contributed to establishing an advanced global mental image for the Emirates, explaining that the country tops 264 global competitive indicators, and ranks first globally in competitiveness for green hydrogen, fourth in concentrated solar energy, and 13th in nuclear energy production.
His Highness reviewed the country’s achievements in the industrial sector and supply chains, explaining that the UAE operates more than 460 ports and work units in more than 70 countries, and that these units are managed by the citizens of those countries within the empowerment approach. He pointed to the contribution of the UAE industry in the aviation and aluminum sectors, which represents about 4% of global production, in addition to space achievements such as the “Mohammed bin Zayed Sat” mission, in which 90% of its mechanical structure and most of its technical units were manufactured in the country.
His Highness explained that the UAE’s non-oil foreign trade grew by 26% in one year to exceed one trillion dollars, and that the country exports its products to more than 180 countries, pointing to the leadership’s focus on artificial intelligence as a strategic industry, and that the success of any artificial intelligence system requires six main elements, including energy, infrastructure, electronic chips, models, applications, and trust.
Lieutenant General His Highness Sheikh Saif bin Zayed Al Nahyan said: In the race for artificial intelligence, the UAE has gone beyond use to industry within an integrated system: clean energy, chips, infrastructure, models, applications, which has placed it at the forefront of the global spread of artificial intelligence index.
His Highness stressed that trust represents the most important pillar in the artificial intelligence system and national security, noting that the UAE is ranked among the top five countries in the world in the Global Trust Index according to Edelman, and that it ranks first in trust in governments, in addition to the move of 9,800 millionaires to the country within one year at a rate of 26 millionaires daily, and the presence of more than 240,000 millionaires with wealth exceeding 780 billion dollars, as a result of security and political stability and a safe investment environment.
His Highness reviewed the country’s efforts to promote world peace through mediation in a number of international conflicts and providing humanitarian aid, as the UAE provided aid to more than 30 countries and carried out more than 50 relief operations, and its aid to Gaza amounted to 46% of the total global aid with a value exceeding 3 billion dollars, with more than 78 thousand cases treated and 6 water desalination plants built that produce about two million gallons per day.
His Highness stressed the importance of the historical role of the sisterly State of Kuwait in supporting the education process in the UAE, thanking the people of Kuwait, recalling the positions of the late Sheikh Abdullah Al-Salem Al-Sabah.
His Highness also extended his greetings and appreciation to His Highness Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, Emir of the sisterly State of Kuwait, praising the depth of fraternal relations between the two countries. He also stressed that the family represents the focus of national values and identity, and that the Year of the Family reflects the state’s interest in building a cohesive society supported by more than 21 entities and institutions.
The session included the presentation of video clips, including an audio recording of the late Sheikh Zayed bin Sultan Al Nahyan, “may God rest his soul,” and a speech by His Highness Sheikh Mohammed bin Zayed Al Nahyan, in addition to a special presentation on the role of the Emirati family, and hosting the mother, Dhahira Suhail Al Ameri, who narrated her experience in supporting her children’s education in response to the leadership’s directives, in a model that reflects the role of the family in building society.
The session also included a technical presentation by an expert in which he reviewed the development of the “Artificial Intelligence Factory” in the country, starting with investment in energy and the “Masdar” project in 2006, all the way to the Barakah nuclear plant, which includes four reactors that produce about 6 gigawatts of clean energy, in addition to the “Stargate” project with a capacity of 5 gigawatts, which is the largest campus for artificial intelligence outside the United States, with an expected production capacity ranging between an additional 200 and 500 megawatts every quarter, and communication networks. A sea linking East and West and serving about 4 billion people with low latency.
The technical presentation discussed the importance of advanced electronic chips and their role in operating data centers and large linguistic models, with reference to the development of national models in cooperation with research institutions and international companies, enabling the country to produce up to 100 trillion intelligence units daily in the future.
