The participants expressed during the joint statement of the meeting of the political directors of the International Coalition to Defeat ISIS Hosted a meeting of the political directors of the International Alliance for in Riyadh, on February 9, 2026.
Defeating ISIS
The meeting was opened by His Excellency the Deputy Minister of Foreign Affairs of the Kingdom of Saudi Arabia, Eng. Walid bin Abdul Karim Al-Khuraiji, who jointly chaired the meeting with the United States envoy to Syria, Ambassador Tom Barrack.
The participants welcomed the comprehensive agreement between the government of the Syrian Arab Republic and the Syrian Democratic Forces, including a permanent ceasefire and arrangements for the civil and military integration of northern Eastern Syria.
They also indicated the Syrian government’s declared intention to assume national leadership of efforts to combat ISIS, and expressed their appreciation for the sacrifices made by the Syrian Democratic Forces in the fight against ISIS. The participants also thanked the government of the Republic of Iraq for its continued leadership in the campaign to defeat ISIS.
The rapid and safe transfer of ISIS detainees
The participants reaffirmed their priorities, which include the rapid and safe transfer of ISIS detainees, the return of third-country nationals to their homelands, and the return of Integrate families from the Al-Hawl and Roj camps with dignity into their original communities.
In addition to continuing coordination with Damascus and Baghdad regarding the future of the campaign to defeat ISIS in Syria and Iraq, the participants also welcomed the joining of the Syrian government, as the 90th member of the international coalition to defeat ISIS.
The members of the coalition affirmed their readiness to work closely with the Syrian government, and encouraged member states to provide direct support to the Syrian and Iraqi efforts.
Detention Facilities and Displacement Camps
Coalition defense officials highlighted close coordination between diplomatic and military tracks, and participants received briefings on the current status of the campaign to defeat ISIS, including ongoing detainee transfers.
Officials praised Iraq’s efforts to securely detain ISIS fighters, and welcomed Syria’s assumption of responsibility for detention facilities and displacement camps housing ISIS fighters and individuals. Their families.
Participants reiterated the need for countries to assume their responsibility in repatriating their citizens from Iraq and Syria.
Securing Detainees
The members of the coalition expressed their thanks to Iraq for its leadership and recognized that transferring detainees to the custody of the Iraqi government is an essential element of regional security.
They also reaffirmed their shared commitment to defeating ISIS in Iraq and Syria, and pledged to continue supporting their governments in securing Detainees affiliated with ISIS.
