The governorate indicated that the driver, an economics graduate born in 1995, was not known to the police, but he went through a period of psychological distress in 2022.
It added that "He was receiving treatment at a mental health center for schizoaffective disorders, but we lost contact with him after an initial observation period at the center".
According to the governorate, the driver was not under the influence of any narcotic substances.
