The General Authority for Transport and the Federation of Saudi Chambers called on private sector establishments to quickly issue licenses and cards to operate private employee transport buses.

And warned against starting to monitor violations on Unlicensed vehiclesin application of the executive regulations for private passenger transport activity.

The Public Transport Authority clarified that the executive regulations for private passenger transport activity entered into actual force on the tenth of Rabi’ al-Awwal of the year 1447 AH, corresponding to the second of September 2025 AD.

It confirmed The Eastern Chamber, through a circular from the Federation of Saudi Chambers, stipulated the need for commercial establishments to adhere to the new requirements and immediately begin issuing regulatory documents through the approved platforms.

The regulation stated in its ninth article that it is mandatory for an individual to issue a bus operating card to serve as an approved license, after submitting the necessary proofs of the need to transport his family or members. Article Four also requires establishments to provide one bus as a minimum to carry out the activity, whether through direct ownership or financial leasing, while ensuring that the establishment is the actual user of the vehicle.

In the same context, the Authority pointed out that Article Fifteen obligates service providers to apply Saudi standard specifications and approved safety equipment, taking into account the provisions of the traffic system.

Article Twenty-Six stressed the importance of adhering to driving hours and daily and weekly rest periods for bus drivers, especially for establishments whose work requires movement between cities or outside the Kingdom of Saudi Arabia.

The Authority revealed a precise regulatory mechanism to allocate the number of Buses and their seats based on the facility’s labor density.

The directives required that workers be previously registered with the General Organization for Social Insurance under the facility’s unified number, or under long-term employment contracts of no less than a full year.

The Authority indicated that calculating the number of buses due is done by dividing the total number of employees by the number of seats available on the bus, with the resulting fraction being rounded up.

The Authority added a condition that the number of employees must not be less than eight individuals as a minimum in order to approve the facility to own its first bus.

The General Transport Authority provided an opportunity for establishments wishing to deepen their understanding of the requirements by organizing awareness workshops in direct coordination with Specialists in the operations and digital transformation sector.

These regulatory steps come to raise the efficiency of private transport, ensure passenger safety, and achieve integration with applicable traffic and labor systems.
