Maktoum bin Mohammed launches the annual report of the judiciary in Dubai for the year 2025

Dubai, May 20, WAM / His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, and Chairman of the Dubai Judicial Council, launched the annual report of the Judicial Authority in Dubai for the year 2025, which embodies the continuous development in the performance of the judicial authorities in the emirate, and reflects the continued enhancement of the efficiency of judicial work and raising the quality of its services.

This came while His Highness chaired the Judicial Council meeting, within the framework of His Highness’s keenness and continuous follow-up of the affairs of the judicial authority, with the aim of improving the system and enhancing the efficiency of the judicial system in Dubai. The Council discussed a number of topics on the agenda, especially related to the affairs of members of the judiciary and the requests submitted by them.

During the meeting, the Council reviewed plans for promotions and appointments of members of the judiciary for the year 2027, which come as part of the efforts aimed at supporting the judicial system with qualified and trained national competencies. The Council also reviewed the results of studies prepared by the General Secretariat related to the affairs of members of the judiciary.

Advanced judicial system

His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum said: “The Emirate of Dubai, with the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, continues to establish an advanced judicial system based on achieving justice, efficient performance, and the rule of law, as basic pillars of Dubai’s comprehensive development process, and strengthening its position as a preferred destination for living, working, and investing.”

His Highness added: “The annual report of the judiciary in Dubai, which collects data on the judicial authorities in the emirate and the entities subject to the supervision of the Judicial Council, represents an important reference for evaluating institutional performance and measuring indicators of development. It also reflects a firm commitment to transparency and enhancing governance.” His Highness pointed out that the positive indicators achieved by the judicial system during the year 2025 reflect the extent of the progress it has achieved, and its ability to continue development and keep pace with rapid transformations, which contributes to accelerating the resolution of cases and raising the efficiency of services. And enhancing community confidence in the judicial system.

His Highness directed the necessity of continuing to develop the judicial sector through integrated plans based on innovation and expanding the use of digital solutions and modern technologies, in a way that enhances Dubai’s competitiveness and keeps pace with its future aspirations.

The meeting was attended by His Excellency Mohammed Ibrahim Al Shaibani, Director of the Court of His Highness the Ruler of Dubai, Vice Chairman of the Judicial Council, His Excellency Professor Dr. Abdullah Saif Al Saboosi, Secretary General of the Judicial Council, and members of the Judicial Council.

His Excellency Professor Dr. Abdullah Saif Al-Sabousi, Secretary-General of the Judicial Council, confirmed that the judicial authorities, represented by the Dubai Courts, the Public Prosecution, the Judicial Inspection Service, and the entities subject to the supervision of the Judicial Council, continue to work in an integrated manner, according to the highest standards of accuracy and quality, and with direct follow-up from His Highness the President of the Judicial Council, in a way that ensures the achievement of justice efficiently and effectively.

He pointed out that the annual report represents a strategic tool for monitoring performance and directing development efforts, which contributes to strengthening judicial governance and consolidating the principles of justice and the rule of law.

Data from the annual report of the Judicial Authority in Dubai for the year 2025 showed the issuance of 43 legislation regulating the work of the Judicial Authority, in addition to the issuance of 66 decisions by the Judicial Council, and the completion of 83 development studies for services, projects and legislation regulating the affairs of the Judicial Authority.

According to the report, the total number of members of the judiciary reached 522, with the appointment of 86 new members, and the percentage of women increased to 6.5%.

In addition, 92 training programs were implemented, with a total of 2,601 training hours, benefiting 376 participants, which reflects the interest in developing the capabilities of members of the judiciary.

Annual report data revealed that the Public Prosecution recorded 66,933 criminal cases received and 59,421 cases disposed of, with an accuracy of investigation and accusation reaching 94.2%.

The accuracy of the initial rulings was 86.5%, and the appeal was 87.1%. The average duration of adjudication of cases from the date of registration in the courts of first instance was 114 days, with a settlement rate of 90% being achieved.

According to the report, the value of settlements in lawsuits and requests presented to Dubai courts amounted to 10.2 billion dirhams, and the amounts paid in implementation amounted to 3.68 billion dirhams.

Accelerated digital transformation

In the field of digital transformation, the report showed the completion of 1.7 million smart requests with Dubai Courts, 24,507 remote sessions were held, 21,121 judicial rulings were published, in addition to 23,438 smart bails being conducted with the Public Prosecution, while the number of blockchain requests reached 173,013 requests.

The report included reference to the strategic achievements of the judiciary, such as the establishment of the Dubai Center for Judicial Expertise, the launch of the digital path for criminal cases, the establishment of the Judicial Control Room, and organizing the settlement of disputes regarding the construction of citizens’ homes.

It is noteworthy that the Judicial Council in Dubai aims to consolidate the principles of justice, equality and the rule of law, and to contribute to achieving sustainable development in the emirate, by providing a fair, impartial, advanced and effective judiciary. It also aims to implement the emirate’s vision and strategic goals related to developing the justice sector, ensuring the independence and development of the judiciary, in addition to consolidating the values, ideals and ethics of judicial work, and ensuring the dignity, integrity and competence of the member of the judiciary.
