المملكة: To reduce traffic congestion… launching flexible working hours in 6 locations in Riyadh

Launched in partnership with the Ministry of Human Resources and Social Development, the second day of June 2026, at six work sites, with the aim of reducing and raising the efficiency of urban mobility.
The authority explained that the current phase includes more than 50 entities distributed in the areas of Kafed, the Digital City, the Embassy District, Lesson Valley, Granada Business, and the Rushen Front.
It indicated that the initiative is based on increasing the attendance and departure window to reach four continuous hours.
Flexible working hours
The relevant authorities have determined the dates for implementing flexible hours for the entities. subject to the civil service system, to start from five-thirty to nine-thirty in the morning.
She indicated that the timings allocated to government agencies subject to the labor system extend from seven to eleven in the morning.
Quality of life
The Ministry of Human Resources and Social Development pointed out that this regulatory measure gives employees greater flexibility to choose their working times, thus enhancing the quality of life and the work experience.
It stressed that distributing the density of employees over multiple time periods will directly limit the concentration of movement during Daily peak hours.
The regulations stressed limiting the implementation of the new system to administrative jobs with fixed schedules to ensure the effectiveness of the decision.
Exception of vital sectors
It excluded vital sectors whose business nature requires continuity of operation and service provision, most notably the health and public education sectors, in addition to field and operational jobs.
The Royal Commission for the City of Riyadh indicated that this step falls within an integrated system to deal with the rapid growth witnessed by the capital.
