المملكة: The Kingdom affirms its commitment to promoting and protecting the rights of people with disabilities


The Kingdom affirmed its continued efforts to promote and protect people’s rights People with disabilities, and enabling them to participate effectively and sustainably in various fields of development, through an integrated legislative and institutional system based on the principles of the Convention on the Rights of Persons with Disabilities.

This came in the Kingdom’s statement delivered by His Excellency the Assistant President of the Human Rights Commission and Head of the Kingdom’s delegation to the Nineteenth Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP19), Mr. Zuhair bin Muhammad Al-Zoman, during the conference held at the United Nations Headquarters in New York City.

He explained that the Convention on the Rights of Persons with Disabilities has become part of the legislative framework in the Kingdom, noting that national efforts in this field culminated in the issuance of the Law on the Rights of Persons with Disabilities in 2023 AD, in line with the obligations contained in the agreement.

Empowering People with Disabilities

He pointed out that the Kingdom’s Vision 2030 contributed to enabling people with disabilities to actively participate in society through rehabilitation and training programs, and stimulating the labor market to accommodate them and take advantage of their abilities, to As well as strengthening the institutional framework through the establishment and activation of the Authority for the Care of Persons with Disabilities, and the supportive roles played by the relevant national bodies, including the Human Rights Commission, to promote the rights of this group.

The Assistant President of the Human Rights Commission stated that the Kingdom has launched a number of programs and initiatives aimed at empowering persons with disabilities, the most prominent of which is the Program "Alignment" Which aims to promote justice and full integration for them, measure establishments’ commitment to that, and contribute to raising their quality of life and independence.

He explained that the percentage of workers with disabilities rose from (7.7%) in 2016 to (14.7%) in 2025, exceeding the target of (13.4%), which reflects the rapid progress achieved by the Kingdom in the field of economic empowerment and integration of people with disabilities into the labor market.

He pointed out The progress achieved by the Kingdom in the fields of communications, technology and digital transformation has contributed to enhancing the access of persons with disabilities to services on an equal basis with others, stressing the harnessing of technical capabilities and national achievements to support their independence and enhance their community participation.

At the conclusion of the statement, the Kingdom’s delegation affirmed the Kingdom’s determination to move forward towards achieving the best levels in promoting and protecting the rights of persons with disabilities, in a way that consolidates their effective participation and enhances their enjoyment of their rights on an equal basis with others.
