Officials and experts in digitization and cyber security unanimously agreed that technology will be the decisive element in the readiness of governments and societies for the future, but achieving this requires building a new concept of confidence in the digital world, stressing that the great expansion of digital technology and its increasing impact on daily life requires a new approach to ensuring safety and reliability , Which enhances the ability of governments to keep pace with developments and achieve sustainable digital transformation.

This came during the sessions of “Crisis Management and Government Flexibility” axis within the work of the World Summit of Governments 2025, which was held in Dubai for 3 days under the slogan “Future Governments foresight” and concluded their activities today.

– Enhancing digital flexibility
In a session entitled “How can governments enhance digital flexibility?”, Eng. Mohamed Ibrahim Al -Zarouni, Deputy Director General of the Information Sector and the Digital Government at the Communications Regulatory Authority and the digital government, and Sheikh Salman bin Muhammad Al Khalifa, CEO of the National Cyber ​​Security Center, stressed On the necessity of breaking the barrier of fear, which prevents some from benefiting from modern technology.

Mohamed Al -Zarouni said: “Biological services, such as banks and airports, must envision the rules of digital flexibility.” He added: “During the past year, thousands of computer systems were disrupted, which resulted in billions of dollars in losses, and this should not be repeated,” noting that digital flexibility means the ability of governments to overcome the consequences of any technical disorder as a result of a malfunction or electronic attack.

He pointed out that in order to achieve this, it is necessary to build a technological infrastructure, follow the criteria of governance, educate society about the importance of digitization, the dangers of cyber attacks, and the qualification of cadres to deal with technology.

For his part, Sheikh Salman bin Muhammad Al Khalifa said: “The digital transformation has become a reality that we live in, and we have to put our confidence in it in a way that guarantees digital flexibility, which is an important development goal for all countries of the world.”

He stressed the necessity of trusting technology and expanding its use, after what was shown by digitization of services from economic feasibility in all fields, especially banking and health services.

He stressed that small industries and health and banking sectors need an electronic security line, and thanks to modern standards, cybersecurity can be raised to more than 80%, explaining that artificial intelligence will have a major role in that.

He said that international cooperation in this regard is an important corner stone, and it is not possible now that a closed country will succeed in facing the challenges of the present and the future, pointing to the need to develop students’ skills from an early age to deal with digitization that is the language of the times.

In a session entitled “The Future of Mobility … Is today’s policies able to adapt to tomorrow’s challenges?”, Billy IIIHIMER, founder and CEO of “Regent Kraft” company stressed that the next few years will witness a great development and demand for maritime transport.

He added that maritime transport is more sustainable in terms of environmental impact compared to land and air transport, as it contributes to reducing carbon emissions and reducing pollution, as it allows remote cities and areas to access transportation services at simple prices and less cost compared to other transportation methods, in addition to reducing congestion on roads And airports.

During his session, Billy Ayimer has reviewed his company in the field of marine sailing design bearing the name “Seglader”, saying: “Marine sailing aircraft will occupy a distinctive location in the maritime transport world for their dependence on electricity, which makes it an environmentally friendly transportation, capable of providing a quick transportation experience And safe, and it has the ability to travel for up to 180 miles (300 km) using the current technologies of electrical batteries.

Diego Bardakin, Head of the Department of Technology, Information and Ethics at the University of Southern California, Michael Brukheim, co -chief executive and founding partner of Fab Fit, participated in a session entitled “How can we build a new concept of confidence in the digital world?”

The two speakers emphasized that new children and users are increasingly dependent on artificial intelligence tools to obtain information, which makes it necessary to ensure the transparency and accuracy of the data provided, and they made it clear that so that artificial intelligence models do not turn into an information battlefield, this requires concerted efforts between researchers and technical companies, And decision makers to ensure that technology remains in the service of the truth.

Diego Bardakin said: “The increasing dependence on the models of great artificial intelligence as sources of information constitutes a new challenge represented in information bias, and the impact of geographical and cultural factors on the accuracy and transparency of the results of these models.”


For his part, Michael Brukheim pointed out that the analyzes showed a change in some topics over time, as some articles are subject to repeated amendments that reflect ideological and political conflicts, which affects the accounts that are presented to the public.

He said: “The current linguistic models are not satisfied with providing objective answers, but their responses change based on the timing of their training, the user’s location, and sometimes its identity, and this contrast raises questions about how to train these models and who controls the formulation of their content.”
