The Ministry of Community Empowerment urged donors from individuals and institutions to adhere to the provisions of Federal Law No. 3 of 2021 regarding the regulation of donations, which constitutes a safe and stimulating framework for humanitarian and societal giving and aims to organize donation collection operations and protect the donor’s money, and to ensure that it reaches its beneficiaries and protects it from exploitation, in particular With the growing charitable work sector in the country.

It called on all individuals to report any illegal donation campaigns or any practices or channels suspected of receiving donations unofficially, whether through websites or social media and reporting them through the communication center 800623 Business allocated to it.

The ministry launched a coincidence with the approaching month of Ramadan, the second season of the “donation safely .. and protect your money from exploitation” to improve the awareness of society and ensure that donors and white hands are confirmed by the credibility of the bodies that collect and receive donations in all its forms and not to deal with any unlicensed campaigns.

The campaign comes from the role of the Ministry to enhance the culture of giving and organized humanitarian work, especially since the UAE is an Arab and international incubator and platform for charitable and humanitarian work that reflects our moral and societal values.

The Ministry indicated that the law stipulates the necessity of the bodies wishing to collect donations to the necessary permits from the competent authorities represented in the “Ministry of Community Empowerment and Local Bodies in each Emirate” and that the funds are collected through officially licensed charities, especially since the UAE adopts legislation. And strict systems that guarantee the reach of donations to those who deserve them, such as “laws to fight money laundering and terrorist financing” that are supervised by the competent authorities so that no The donations are allowed except through the licensed authorities, which reduces the risk of exploiting charitable works for unknown purposes.

The donation regulation law has set a mechanism to obtain a permit to collect donations, where institutions wishing to collect donations must obtain a prior permit from the competent authorities in accordance with clear procedures that include the identification of the authority to collect donations and to be a charity or an accredited institution, in addition to mentioning the purpose of Clear collection of donations with the indication of exchange aspects and the mechanism of money distribution and the identification of groups benefiting from donations and sites in which the collection process will be carried out and the means are determined It is used to raise funds, whether through traditional or digital campaigns and disclose the duration of the donation campaign and the percentage of operational and administrative expenses interrupted in favor of the charity organizing the campaign.

The law identified the means of collecting donations, whether they are “cash in kind or digital”, which include funds and coupons paid for cash donations against receipts, short text messages, parties, exhibitions, and charitable auctions, in addition to monthly deductions of personal accounts and bank accounts for collecting donations, various marketing and promotional offers, and the accompanying From requesting donations and ATMs for licensed banks In the country, as well as the digital platforms adopted by the competent authority to collect donations, social media and direct deposits in bank accounts.

With regard to food or pharmaceutical donations, the law allows the collection of this type of donation, taking into account that they do not violate the specific specifications, and donations can be provided between family members or one neighborhood to support relatives, friends and eligible people, donate clothes and money to licensed charities and distribute Ramadan breakfast in mosques and neighborhoods And others, while donors in this regard must not (outsouru) restaurants And kitchens for the distribution of breakfast meals to the fasting and obedience to unlicensed or unreliable campaigns to collect donations or interact with these campaigns through social media.

Regarding donation via social media, it is completely prohibited for “individuals” to launch campaigns to collect donations without obtaining an official license and permit in order to avoid exploitation or directing money to unknown or illegal bodies where the decree is tightened by a federal law No. 34 of 2021 regarding the fight against rumors And electronic crimes, that collecting money without license, electronic begging and publishing fake donation campaigns via the Internet is one of the crimes It is punishable by law by imprisonment and fines.
