The Security Council condemns the killing of civilians in the Syrian coast and calls on Damascus to cut the terrorism and investigation according to international standards

The Security Council issued a statement in which it strongly condemned the violence that occurred in western Syria, including mass killings against civilians, especially from the Alawite sect, calling on the Syrian government to cut off the foreign terrorists..
The following is the text of the statement:
The Security Council strongly condemns the widespread violence that was committed in the provinces of Lattakia and Tartous in Syria since March 6, including mass killings of civilians, especially those who are from the Alawite sect. It also condemns the attacks on civil infrastructure, including hospitals.
The Security Council expresses its deep concern that this violence increases tensions between the sects in Syria, and calls on all parties to an immediate end to all violence and incitement, and ensure the protection of all civilians and human infrastructure..
The Security Council reaffirms the need to adhere to human rights and international humanitarian law in all circumstances, and calls on all parties and states to ensure full, safe and unrestricted human arrival, and ensure humanitarian treatment for all people, including those who surrendered or left their weapons.
The Security Council calls for additional international support for the efforts of the United Nations and humanitarian organizations in order to intensify the provision of humanitarian aid to the needy civilians throughout Syria.
The Security Council calls on the transitional authorities to protect all Syrians, regardless of their ethnic or religious affiliation.
The Security Council refers to its decision No. 2254 of 2015 and its press statement issued on December 17, 2024 and confirms its firm commitment to the sovereignty of Syria, its independence, unity, and regional safety, and calls on all countries to respect these principles and refrain from any actions or interventions that may increase the destabilization of Syria.
The Security Council stresses the importance of combating terrorism in Syria, and expresses its deep concern about the sharp situation in this country, and the serious threat posed by foreign terrorists, noting that this threat may affect all regions and member states.
The Security Council calls on Syria to take decisive measures to eliminate the threat of foreign terrorists, and refers to Syria’s obligations in this field in accordance with the relevant decisions of the Security Council, including decisions No. 1267 of 1999, 1989 of 2011, 2178 of 2014, and 2253 of 2015 and 2396 of 2017, as well as decisions related to the situation in Syria.
The Security Council takes into account the declaration of the Syrian transitional authorities formed by an independent committee to investigate the cases of violence against civilians and identify those responsible for it, and calls for quick, transparent, independent, uncompromising and comprehensive investigations, according to international standards, to ensure that all those responsible for mass killing and bring them to justice are held accountable.
The transitional authorities in Syria are obligated to try these people who committed these mass killings.
The Security Council also welcomes the condemnation of the Syrian transitional authorities for violence, including violence based on ethnic or religious affiliation or beliefs, and calls for more measures to prevent their recurrence and protect all civilians in Syria.
The Security Council also notes the decision of the transitional authorities in Syria to form a committee responsible for civil peace.
The Security Council emphasizes the importance and necessity of comprehensive and transparent operations of justice and reconciliation in order to achieve permanent peace in Syria.
The Security Council calls for the implementation of a political process led by the Syrians and under their supervision, and with the assistance of the United Nations, in accordance with the basic principles mentioned in Resolution No. 2254 of 2015.
This process must guarantee the rights of all Syrians, regardless of their ethnic or religious affiliation, meet their legitimate aspirations, protect them, and allow them to determine their future in a peaceful, independent and democratic way.
The Security Council also highlights the importance and urgent necessity for conducting judicial operations and comprehensive and transparent reconciliation to achieve sustainable peace in Syria..
The Security Council emphasizes the important role of the United Nations in supporting the implementation of the political transitional process led by the Syrians themselves, and renews its support for the efforts of the United Nations Special Envoy in this field.
