Emirates .. two years of peace diplomacy in the face of ambitions and misleading “Port Sudan Authority”

The positions of the United Arab Emirates were diplomatic towards the struggle witnessed by the sisterly Republic of Sudan since mid -April of the year 2023, an embodiment of its policy and sincere efforts to search for a political solution that will spare the brotherly Sudanese people tragedies and human suffering, which is consistent with Arab and international positions.
In contrast, the Sudanese armed forces and those who represent them chose to hostile the UAE and disavow the responsibility by fabricating the malicious accusations in the International Court of Justice before the court refuted this and decided to remove the case, so that the military authority involved in a civil struggle there continued to evade the endeavors and efforts of peace decided to cut diplomatic relations with the UAE.
The UAE has responded completely that Sudan and its noble people need a civilian and independent leadership of the military authority that puts the priorities of the brotherly people in the first place, a leadership that does not kill half of its people, wraps and displays the other half.
The UAE explained that it does not recognize the decision of the Port Sudan Authority, given that this authority does not represent the legitimate government of Sudan and its noble people, and that the statement issued by the so -called Security and Defense will not affect the established relations between the UAE and the Republic of Sudan and their two brotherly peoples.
The UAE affirmed its steadfast position not to provide any military support to any party in the conflict in Sudan, a position it informed of the United Nations, and supported its validity.
Two years and more, the UAE has adhered to its fixed position on the absurd conflict witnessed by brotherly Sudan, which has always called on peaceful solutions that preserve the country’s unity and inject the blood of the people of one people, which was confirmed by the diplomatic efforts made by the UAE since the beginning of the crisis until now, which the following report is reviewed.
With the outbreak of the conflict in the middle of April of the year 2023 in the brotherly Sudan, the UAE recorded its clear position and called on all parties to the conflict to calm down, control the soul, reduce the escalation and work to end this crisis with dialogue.
– The evacuation of the stranded
During the period from April 29 to June 2, 2023, the UAE inaugurated a series of evacuation trips to its citizens and the nationals of friendly countries stranded in Sudan with the aim of protecting civilians and not being thrown into this conflict, which has escalated during that period.
The number of Emirati evacuation aircraft reached 10 aircraft carrying 997 citizens of about 26 different nationalities. All aspects of care were provided to them throughout their presence in the UAE until they returned to their countries, and the state was keen to give priority in evacuations to the most needy groups of patients, children, the elderly and women.
Solidarity with Saudi Arabia
With the escalation of the manifestations of security chaos, the UAE condemned on May 3, 2023 strongly the storming of the cultural attaché of the Kingdom of Saudi Arabia in the Sudanese capital, Khartoum, by an armed group that sabotaged and seized some of its property, stressing the importance of protecting diplomatic buildings according to the norms and covenants that govern and regulate diplomatic work, and denounced these criminal acts, and confirmed their constant rejection of all forms of violence And terrorism.
Jeddah Declaration
On May 12, 2023, the UAE welcomed the announcement of the sisterly Kingdom of Saudi Arabia, and the friendly United States of America, signing the representatives of the armed forces and the Rapid Support Forces, in Jeddah to announce the commitment to protect civilians in Sudan under international humanitarian law and the human rights law to facilitate relief work and meet the emergency needs of civilians.
The UAE praised the agreement that requires a 10 -day ceasefire to enable the delivery of relief supplies and humanitarian aid, which paves the way to end the crisis and spare the brotherly Sudanese people more suffering.
Friends of Sudan
On June 7, 2023, the statement of the Friends of Sudan Group, which included (Emirates, France, Germany, Norway, Saudi Arabia, Sweden, the United Kingdom, the United States of America, and the European Union) as members of the group, expressed its deep concern about the continuous violence and the catastrophic humanitarian situation in Sudan, including reports related to violations of international humanitarian law and human rights, as well as plundering humanitarian supplies on a scale wide.
The statement urged the warring parties strongly to stop the fighting and attacks on civilians, and to agree to an effective and sustainable ceasefire, to ensure the arrival of humanitarian aid safely, fast and without obstacles and respect for international humanitarian law, and work to return to the political process.

Continuous diplomatic support
On March 9, 2024, the UAE welcomed the UN Security Council resolution, which calls for a ceasefire in Sudan during the month of Ramadan, in light of the continued deterioration of the humanitarian situation, and participated on April 14 of the same year in the meetings of the International Humanitarian Conference on Sudan, which was held in the French capital, Paris, with the aim of paying its own peace initiatives.
The UAE affirmed its commitment to support international efforts to immediately and permanent fire, finding a peaceful solution to the crisis, continuing to support the Sudanese people and pledged to provide 100 million US dollars in support of humanitarian efforts in Sudan and neighboring countries.
The meetings witnessed the adoption of the Declaration Document of Principles to support the solution to the conflict that has been going on since April 2023, as well as strengthening humanitarian and diplomatic efforts to address the humanitarian challenges faced by the Sudanese people.
On April 27, 2024, the UAE expressed its deep concern about the escalation of tensions in the El Fasher area in North Darfur and the threat to Sudanese civilians, calling on all armed factions, including the Rapid Support Forces and Sudanese Armed Forces, to end the fighting, and return to dialogue and compliance with their obligations.
Human support
On June 26, 2024, the UAE signed three agreements with the main partners of the United Nations to support humanitarian efforts in Sudan, which included memoranda of understanding between the UAE and the United Nations Office for the Coordination of Humanitarian Affairs, the World Food Program, and the Food and Agriculture Organization, in addition to a letter of intent with the United Nations Children’s Fund (UNICEF), with the aim of reducing the humanitarian crisis in Sudan and supporting the people most affected by the war.
On June 30, 2024, the UAE called in an important statement, which included the state’s message to the UN Security Council, to take urgent measures in order to avoid an imminent famine in Sudan, confirming its support for all initiatives aimed at achieving the ceasefire, and returning to the civilian government, including an official invitation to all concerned parties, and the warring parties to participate in the Jeddah talks.

On August 6, 2024, the UAE expressed its deep concern about the worsening humanitarian crisis in Sudan and the severe food insecurity, which affects more than 25 million Sudanese citizens, after the announcement of famine in parts of North Darfur, especially in Zamzam camp, which houses more than half a million displaced.
The UAE condemned the use of famine as a weapon in the war, noting that depriving civilians from accessing humanitarian aid and launching attacks randomly, makes the population impossible to seek help, which is a clear violation of international humanitarian law.
Switzerland meetings
The UAE participated in the talks on Sudan in Switzerland, which took place from August 14 to 23, 2024, and was invited by the United States and hosted by the Kingdom of Saudi Arabia and the Swiss Union.
The UAE stressed that the humanitarian situation in Sudan went out of the level of endurance, stressing the importance of the relief teams is able to deliver aid to the needy wherever they are.

The humanitarian needs plan
On February 20, 2025, the UAE participated in the joint launch between the United Nations High Commissioner for Refugees and the United Nations Office for the Coordination of Humanitarian Affairs, for the humanitarian needs plan and response to Sudan for the year 2025, and the regional plan to respond to refugees in Sudan.
On March 9, 2025, the UAE condemned in the strongest terms the attack on a plane belonging to the peacekeeping forces in southern Sudan (Yanmis), and the defense forces of the people of South Sudan in the state of Upper Nile, killing a member of the international force and a number of government forces, as well as wounding two crew.
On March 13, 2025, the UAE participated as a major humanitarian donor to North Africa at the third meeting of the European Union’s senior officials on Sudan, which was hosted by Brussels.
Rejection of attacks in Darfur
On April 13, 2025, the UAE condemned and strongly condemned the armed attacks on the camp of Zamzam and Abu Shok, near the city of El -Fasher, Darfur, and the relief teams and cadres operating in the region, which caused the death and injury of hundreds of innocent people, in a flagrant violation of international humanitarian law.
In a statement, the Ministry of Foreign Affairs strongly condemned the violence against humanitarian workers who devote their lives to serve the needy, and stressed that targeting relief employees is a flagrant violation of international humanitarian law that guarantees the protection of workers in the medical sector and relief and rescue teams, and stressed the importance of their respect and protection and the need not to be goals in conflicts.
Throughout the crisis period, the UAE showed a moral and humanitarian commitment to support the Sudanese people and alleviate its suffering, as it provided 600.4 million dollars to support the humanitarian response, bringing what the UAE provided during the past ten years to $ 3.5 billion in humanitarian aid to the Sudanese people, which confirms its firm commitment to providing support to those in need during crises.
