Why does America and England not have a law for sports?

Dr. Mohamed Fadlallah, a member of the Egyptian Sports Media Performance Committee and the International Sports Adviser, stressed that despite the United States of America on the throne of the Olympic achievement historically, and that England runs the strongest football league in the world (the English Premier League), but surprisingly, both countries do not have a unified national law for sports similar to what is in place in many countries such as France, Italy or Spain Brazil.
