In the “2025 Dialogue for Brexes”/ UAE a strategic partner in developing special economic areas and promoting digital trade

Hangzhou on September 25 / WAM / His Excellency Hussein bin Ibrahim Al Hammadi, Ambassador of the United Arab Emirates to the People’s Republic of China, participated in the “2025 Dialogue on the Special Economic Zones of the Brexes”, which was held today on the sidelines of the World Digital Trade Exhibition in its fourth session in the Chinese city of Hangzhou.

His Excellency stressed in his speech during the dialogue, that the meeting comes in an important time due to the rapid transformations in the global economy, the increasing pivotal role of special economic areas in supporting trade, investment and innovation, pointing out that this dialogue represents an effective platform for exchanging successful experiences, exploring integration opportunities between free areas in the BRICS countries, and building new cooperation networks that contribute to promoting digital trade and expanding the horizons of innovation.

He said, “The UAE is fully prepared to share its pioneering experience in developing special economic areas, which has proven its worth as major engines for sustainable economic growth.”

His Excellency pointed out that the UAE embraces more than 40 specialized free zones, providing 100%foreign ownership, and providing advanced infrastructure and flexible legislation that encourage innovation and digital transformation, adding that the UAE is commercially and logistically linked to the world through a wide network of ports up to more than 400 ports around the world, in order to enhance its position as a major center in global supply and distribution chains.

He explained that these areas represent perfect platforms for e -commerce and the digital economy, where companies operating in them benefit from competitive economic incentives, including a valuable tax tax amounting to 5%, and companies of companies by only 9% on net profits, with a complete exemption from personal income tax, and the lack of restrictions on capital movement.

He stressed that the UAE is a vital center for global talents, as more than 200 nationalities live on its soil in an open and varied environment, which provides a multi -skilled human base that enhances the competitiveness of companies and their ability to expand and grow. He indicated that these factors combined contributed to attracting record foreign investment flows amounting to $ 45.6 billion in 2024, to occupy the tenth of the UAE in the world as the largest destination for investment.

In the context of bilateral relations, His Excellency Ambassador Al -Hammadi noted the depth of the economic partnership between the UAE and the People’s Republic of China, stressing that China is the first trade partner of the Emirates, as the volume of non -oil trade between the two countries reached approximately 90 billion dollars in 2024, and the UAE is the largest non -oil partner for China in the Middle East and Africa region.

He pointed out that the Emirati investments in China have multiplied to $ 4.5 billion in 2023, while the balance of Chinese investments in the UAE increased to about 9 billion dollars, in a clear indication of mutual trust between the two sides.

He stressed that the joining of the UAE to the Brexes Group in 2024 constitutes an important strategic station in its economic and diplomatic career, as it sees in this membership an opportunity to enhance cooperation between the countries of the global south, expand commercial and investment partnerships, and deepen joint efforts to achieve sustainable development, and also pointed out that the UAE strategic location makes it a natural link between the Brexes and the markets of the Middle East.

“The global economy is currently witnessing deep transformations, as digital technology is restructuring the chains of global industry and trade patterns at an unprecedented pace, and the development of digital trade is not only an internal requirement to enhance high -quality development, but also represents a major path to cooperate with all countries to confront common challenges and build a prosperous future.”
He stressed his country’s steadfast commitment to enhance high -level openness and its willingness to share the tremendous opportunities to develop the digital economy with the countries of the world, and in this context, he offered three main proposals: strengthening an open and profitable cooperation environment for all: while adhering to a joint commercial system led by the World Trade Organization, refusing to establish “barriers and walls”, and work together to create an open, fair and non -discriminatory digital business environment.
Building an innovation system for digital technology is based on deepening cooperation in the areas of artificial intelligence, border e -trade, smart logistical services, and enhancing the consistency of standards and coordination of rules, especially with the partners of the “Belt and Road” initiative and “BRICS” countries, to explore new models of digital economy governance.
In addition to reaping the fruits of comprehensive development by directing special attention to developing countries and small and medium enterprises, and working through technology exchange and capacity building on bridging the “digital gap” to ensure a broader benefit from the advantages of digital trade.
