1. 2. The Council of Ministers approved concluding a contract between the General Authority for Land and Dry Ports; And Al-Mansour Automotive Group, to benefit from a plot of land on an area of 30 acres allocated to the authority, in the 6th of October City district in Giza Governorate, for a period of 50 years, in accordance with Republican Decree No. 402 of 2025, with the aim of establishing a car assembly plant.
This comes within the framework of the state’s policy supporting the localization of the automobile industry and encouraging qualitative industrial investment, by attracting investors with technical expertise. Advanced in the field of electric cars, as the establishment of this factory contributes to the transfer of advanced technology to Egypt, which enhances the country’s ability to produce electric cars locally and export them to regional markets, and increases the competitiveness of the Egyptian product in the field of automobile manufacturing, and brings in reliable international brands in this field. The group will build the factory within 12 months in cooperation with the implementing companies, and the project will attract at its beginning large investments amounting to about 135 million euros.
3. The Council of Ministers approved the decision of the Board of Directors of the Social Housing and Real Estate Finance Support Fund, No. 4/33/2025, dated September 28, 2025.
The decision stipulates that the Fund will bear the increase in the cost of constructing the housing units to be implemented for middle-income people with an area of 120 square meters in the city of Hurghada in the Red Sea Governorate, and the city of Gamasa in Dakahlia Governorate, and for low-income people with an area of 90 square meters and 75 square meters. 5. The Council of Ministers approved a proposal to amend the specifications of the initiative to support the tourism sector to encourage this sector to expand investment in building hotel rooms.
The amendment stipulates extending the period for receiving applications accompanied by initial approvals from banks for financing. 6. Approval of issuing a decision from the Prime Minister authorizing the establishment of a specialized dry port in Damietta Furniture City – Damietta Governorate, for the benefit of the Damietta City Furniture Company.
The establishment of a dry port comes to facilitate the process of exports and imports of the furniture industry and its supplies, in support of this important industry, and to increase national exports from it, within the framework of the directives of His Excellency the President of the Republic to make Egypt A regional center for transportation, logistics, and transit trade, a gateway to global trade, and increasing trade exchange by maximizing transit traffic through the channels, logistical corridors, and land and dry ports planned by the Ministry of Transport.
7. The Council of Ministers approved a draft decision of the President of the Republic regarding the exchange of letters regarding a grant to support the project “Developing green (environmentally friendly) car maintenance technology for vocational training centers in Egypt,” between the governments of the Arab Republic of Egypt and the Republic of Korea.
The project is for the benefit of the Efficiency, Production and Vocational Training Department of the Ministry of Industry, and the governorates of Cairo, Giza, and Gharbia benefit from it. and Alexandria, over a period of 7 years, and aims to develop a comprehensive plan for vocational training centers for automobile maintenance, seeking to develop an effective and sustainable training system that enhances the quality of vocational training and meets the requirements of the labor market, in addition to designing and developing new innovative, competency-based training curricula and materials for these centers; In line with the needs of modern industry, as well as capacity building for managers and trainers in automobile maintenance training centers through intensive training programs to enhance their abilities to effectively present new, coordinated curricula to the industry, in addition to providing modern equipment and training facilities for those centers, which contributes to providing a practical and advanced training environment that allows trainees to practice skills in line with the latest practices. Industrial, which enhances the effectiveness and quality of training, in addition to establishing a cooperation system between vocational training centers for automobile maintenance and relevant industrial partners, to ensure that training programs are aligned with the evolving needs of the industry in the long term.
8. The Council of Ministers approved a draft decision of the President of the Republic regarding the exchange of letters regarding the implementation of the “First Phase of the Fourth Line of the Greater Cairo Metro” project. Between the governments of the Arab Republic of Egypt and Japan.

10. The Council of Ministers approved the provision of some commercial registry services through the offices of the Egyptian Post Authority, by starting to provide 4 services as a first stage, as well as relying on printing the paper outputs of the commercial registry on secured documents, whether when printed in the offices of the Egyptian Post Authority, commercial registry offices, or any other new outlets, as this is important in providing a level of protection for those documents. The Council of Ministers reviewed the proposal of the Central Agency for Organization and Administration, to allocate an evening session, to take the tests scheduled for applicants for public jobs, for those who want to do so, within the framework of the agency’s keenness to develop the system of central competitions, and to facilitate applicants for public jobs, in light of the delay of some applicants for the dates specified for taking the tests scheduled for them, especially those coming from Distant provinces.
12. The Council of Ministers approved the signing of the two current power purchase agreements to implement the two projects signed between the Egyptian Electricity Transmission Company and the alliance (Abu Dhabi Future Energy Company “Masdar” and Infinity Power Holding BV – Hassan Allam Utilities BV), to produce electricity from solar energy with a total capacity of 1,200 megawatts; In addition to storage batteries with a total capacity of 720 megawatt-hours, at the Benban and Al-Wahat sites.
