The Honorable Counselor, Chairman of the Central Auditing Organization and President of INTOSAI, Ladies and Gentlemen, Your Excellencies, heads and representatives of the Supreme Audit and Accounting Institutions from various countries of the world, Honorable Attendees: I am pleased to share with you this prestigious international event hosted by the Arab Republic of Egypt in the city of Sharm El-Sheikh, the land of peace and history, which recently hosted the Sharm Conference. Sheikh for peace, and today it is adding to its spotless record a new global meeting, which embodies the will for cooperation and understanding between countries, in the face of challenges that transcend national borders to the common humanitarian, economic and oversight dimensions.
– The holding of this international event comes at a moment when global economic transformations intersect with the development of governance and oversight tools, to confirm that integrity, transparency and accountability are no longer just moral values, but have become a basic pillar for sustaining development, ensuring the effectiveness of state institutions, and achieving trust.

Ladies and Gentlemen,
– Talking about the Egyptian experience in financial oversight cannot be complete without stopping at the legacy of the Central Auditing Organization, that ancient national edifice that is considered the oldest among its counterparts in the Arab region and the African continent. His idea arose with the Constitution of 1923, when the will of Parliament and the government agreed on the necessity of establishing an independent body to monitor public funds and submit its reports to the competent authorities. At the international level, the agency played a pioneering role in establishing the International Organization of Supreme Audit Institutions (INTOSAI), and the Arab and African organizations (ARABOSAI and AFROSAI), and contributed effectively to their work. It also assumed external oversight duties for a number of international organizations, including the Food and Agriculture Organization of the United Nations (FAO), which embodies international confidence in the agency’s institutional competence and its prestigious professional status. From this standpoint, success in this file is based on three main axes: First: Strengthening the legislative and executive partnership.
– Building a strong and effective anti-corruption system is not based on a single effort, but rather on the integration of roles between the legislative and executive authorities, and on an institutional partnership between them, based on complementarity, not overlap, within a framework of mutual respect for the powers of each authority and its role in serving the public good.
– The Egyptian state has been keen, under conscious political leadership, to His Excellency President Abdel Fattah El-Sisi, for establishing this participatory approach in preparing legislation and public policies, in the belief that the strength of the modern state is measured by its ability to transform legal texts into effective tools for governance, transparency, and accountability.
– In this context, the Ministry of Parliamentary, Legal and Political Affairs plays a pivotal role in coordinating legislative positions and facilitating institutional dialogue between the two authorities, in support of partnership in serving the public good.
– Hence, this Partnership is not just an institutional procedure, but rather a philosophy of governance and management, based on the firm belief that the rule of law and transparency are the best way to build stronger, more confident and effective institutions capable of protecting public money and establishing trust between the state and society. – This approach has been strengthened through the National Anti-Corruption Coordinating Committee, the Combating and Financing of Terrorism Unit, and in close cooperation with the Central Auditing Organization, the Administrative Control Authority, the Public Prosecution, and the Central Bank, including It ensures unity of vision, exchange of information, and filling institutional gaps.
– This coordination extends to the international arena through effective partnerships with regulatory bodies around the world, because corruption – by its nature – knows no borders, and combating it requires cross-border cooperation.
Third: Political will and community support.
– Political will is the decisive condition for the success of any national anti-corruption system, and the Egyptian state has clearly embodied it through a number of axes. The most important of them are: the national anti-corruption strategy, updating relevant legislation, and supporting the independence of regulatory agencies and enabling them to perform their role efficiently in accordance with international best practices.
– From this standpoint, the political leadership in Egypt, under the leadership of His Excellency President Abdel Fattah El-Sisi, has given this file the utmost importance, in addition to the interest in spreading a culture of integrity in education, the media, and civil society, realizing that the fight against corruption begins with public awareness and not with laws alone.
