Global experiences in public-private partnerships in health care at the Population Conference

Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health and Population, stressed the importance of effective partnership with the private sector to improve the quality of medical services and integrated care for citizens.

This came during a dialogue session organized by the Ministry entitled “Partnerships between the public and private sectors in health care: from global experiences to the Egyptian context” within the third edition of the World Conference on Population, Health and Development, under the patronage of President Abdel Fattah El-Sisi, during November 12-15, 2025, under The slogan “Empowering Individuals, Promoting Progress, Providing Opportunities” was held in the New Administrative Capital.

The Minister pointed to supporting the partnership through clear legislation for facilitation and discipline, reviewing the experience of Gustave Roussy Hospital (formerly Dar es Salaam-Hermel) as a successful model for transferring international partnership without affecting services, noting that 95% of those attending are included in health insurance or treatment at state expense.

Dr. Hossam Abdel Ghaffar, the spokesman, explained On behalf of the Ministry, the session discussed regional and international experiences, lessons learned, ways to strengthen partnerships in accordance with laws, and priority health sectors to attract investments according to need.

He continued that the session discussed the requirements for the success of health projects through clear regulatory frameworks, mechanisms for partnerships, the success of the strategy for strengthening them to accelerate financing, develop infrastructure, improve services, future needs, expand access to governorates, and enhance services for citizens.

The session was moderated by Dr. Khaled Samir, Vice President of the Union of Health Care Providers. of the Federation of Industries, in which Dr. Ghada Nour, Assistant Minister of Investment, participated; Dr. Ahmed Galal, CEO of the Export Development Bank.
