"Industry" Organizes a forum "Bureaucracy whistles"

Dubai, 25 November / WAM / The Ministry of Industry and Advanced Technology organized, for its customers and partners from government agencies, investors and industrial companies, the “Zeroing Bureaucracy” forum, in line with the objectives of the National Strategy for Industry and Advanced Technology, “Project 300 Billion” and the “Made in the Emirates” initiative.
During the forum, which was organized in Dubai, the Ministry launched the “ZeroX” platform as the first interactive government platform to measure the impact of simplifying procedures and involving the community in developing services, within a national strategic vision to simplify government procedures, enhance the customer experience, reduce unnecessary requirements, and improve the efficiency and effectiveness of government services.
The Ministry revealed the results of the last round of the procedures simplification program, which relied on a comprehensive analysis methodology for all operations, and the selection of 50 priority internal operational processes to be re-engineered in accordance with the requirements of anticipating the industrial future in the country, which resulted in fundamental developments that made the experience of obtaining services faster and more flexible, which enhances investment attractiveness, raises customer confidence, and enables companies and investors to grow, expand and prosper.
The forum witnessed the presence of His Excellency Mohammed bin Taliah, Head of Government Services in the UAE Government, His Excellency Omar Al Suwaidi, Undersecretary of the Ministry of Industry and Advanced Technology, His Excellency Salama Al Awadhi, Assistant Undersecretary for the Support Services Sector, His Excellency Dr. Farah Al Zarouni, Assistant Undersecretary for the Standardization Affairs Sector in the Ministry, and a number of the Ministry’s partners from federal and local government agencies, companies, investors, manufacturers, suppliers and individual dealers.
His Excellency Omar Al Suwaidi confirmed that the Ministry has achieved qualitative progress in the “Zero Bureaucracy” project, which is a government project that aims to simplify the procedures for requesting information and services and speed up the customer’s journey, indicating that the efforts during the second cycle of the project built on what was accomplished in the first cycle, at a greater pace and more impact.
He said in a statement to the Emirates News Agency, WAM, that the first cycle of the project included work on only 6 operations, while the second cycle witnessed an increase in the number to 14 services, in addition to zeroing procedures in about 50 internal operations, reducing the number of required documents, and implementing comprehensive automation processes to process services.
He said that the efforts to eliminate bureaucracy in the Ministry come in line with the objectives of the National Strategy for Industry and Advanced Technology, and the “Made in the Emirates” initiative to enhance investment attractiveness, flexibility of supply chains and achieve self-sufficiency,” adding that artificial intelligence has also entered the system of developing these services, which has provided greater ability to speed up procedures and raise efficiency.
He explained that thanks to these improvements, the completion times for some services were reduced from hours to minutes, and a number of steps were completely eliminated, in addition to reducing fees for some services, which made the customer’s journey more empowering and easier and contributed to enhancing the competitiveness of the industrial sector.
His Excellency pointed to the launch of the “ZeroX” platform, which is a platform that allows customers to communicate directly with the Ministry, evaluate services, and submit ideas and suggestions related to accelerating procedures or improving the quality of services.
He explained that the platform is supported by artificial intelligence technologies that analyze the ideas presented, develop them, and align them with the requirements of practical application within the ministry, making the platform dynamic and capable of continuous development.
Regarding expectations for the year 2026 and the coming period, His Excellency Omar Al Suwaidi confirmed that the industrial sector in the country witnessed significant growth during the past four or five years, as a large part of the ten-year targets set by the strategy were achieved, explaining that the national industry and industrial exports grew by about 60% in four years, which is a huge growth that would not have been achieved without the integrated enabling environment provided by the government.
He said that the ministry is working within the framework of the “300 billion” national industrial strategy, adding: We are making great progress, and our goal is always to facilitate the investor’s journey and create new opportunities for industrial investment.
He said that the current achievement rate within the 300 billion strategic goals reached about two-thirds, and we have reached the limits of 200 billion dirhams out of the 300 billion that is our goal in 2031, expressing his confidence in the ability of the national industrial system to achieve the full target within the specified time frame.
He explained that the “Make in the Emirates” initiative is a clear model of government support for the industrial sector, as it provides more than 4,800 products for local manufacturing, supported by purchase agreements worth up to 168 billion dirhams, stressing that these numbers represent huge opportunities for the industrial sector.
He revealed that a large part of these contracts have already begun to be implemented, and purchase contracts were awarded to various companies and factories, while the country witnessed the launch or expansion of about 100 new factories that began producing hundreds of industrial products, which reflects the rapid pace of industrial growth.
He pointed out that the development journey in the sector is continuing, with a focus on integrating artificial intelligence, automation, and advanced technology into all stages of manufacturing during the coming period.
He added: We support efforts to accelerate digital transformation in services, and focus on developing the customer experience through technology and digital integration in partnership with the private sector, and adopting practices that support the growth and competitiveness of the industrial and technological sector. In this context, 14 services were re-engineered by reducing their procedures by 62%, reducing the steps by 50%, in addition to reducing the documents and steps required to obtain services by rates that reached 68%.
His Excellency stressed that the Ministry has made a fundamental development in procedures, and the digital transformation has moved from the level of improving service to empowering the industrial sector. Our efforts do not stop at providing industrial services only, but rather we support the broader national vision towards a smart and transparent government, by making industrial services simple and available without complexity.
He added that the focus was on simplifying the customer’s journey, as the documents required for the improved services decreased by 68%, and major services such as the certificate of conformity, industrial production permit, and customs clearance statement were converted into fully automated services without the need to submit documents upon request. We strengthened government integration through electronic linking with 4 new entities, bringing the total of the Ministry’s electronic linking operations with its partners to 21 operations, which contributes to providing smoother, clearer, and more integrated services.
The forum concluded by honoring the work teams at the Ministry of Industry and Advanced Technology in appreciation of their efforts in developing and re-engineering services and their impact on supporting industrial growth, and innovating solutions that make the customer’s journey easier and more transparent. This honor reflects the Ministry’s appreciation for the efforts of the technical teams and their pivotal role in strengthening the Ministry’s position towards government leadership in simplifying procedures and raising the quality of services.
