Decisions of the Arab Information Ministers Council… Preparing a guiding law to regulate digital media

Today, at the headquarters of the General Secretariat of the League of Arab States, the work of the 55th session of the Council of Arab Information Ministers concluded, which was held in the presence of  The Secretary-General of the League of Arab States, under the chairmanship of the Syrian Arab Republic and with the participation of the ministers and heads of delegations of the Arab countries and Arab media organizations and bodies with observer status before the Council.

In this regard, the decisions issued by the Council of Arab Information Ministers stressed the necessity of continuing to support the Palestinian cause in all its political, humanitarian and legal dimensions, especially the issue of occupied Jerusalem, and urged the Arab media to continue their coverage of current developments in light of the continued Israeli violations of the truce in the Gaza Strip. And the grave violations in the West Bank, denouncing the Israeli forces’ targeting of Palestinian journalists in flagrant violation of the provisions of international and humanitarian law.

With regard to the Media Code of Honor, the Council stressed the importance of promoting this Charter in accordance with the amendments made to it during the (163rd) session of the Council of the League of Arab States on 4/23/2025, stressing the activation of its requirements and its promotion on the widest scale in the Arab media scene and adherence to its controls based on honesty, objectivity and accuracy. Credibility, consolidating a culture of tolerance, rejecting discourses of bias and discrimination, and respecting the sovereign rights of member states.

Emphasizing the call on the Arab media to intensify their media coverage of what is happening in the State of Palestine in light of the continued Israeli violations of the truce in the Gaza Strip. Condemning the Israeli forces’ targeting of media journalists while performing their media duties during their coverage of the Gaza war, and emphasizing the importance of To protect them.

Calling on the Arab media and media unions to mobilize Arab and international public opinion to support Arab movements in confronting the Israeli occupation and the media promotion of the Arab Peace Initiative.

The necessity of deepening the spirit of tolerance and rejecting all biased speech  And discrimination and intolerance, whatever their forms, nationally, racially, or religiously. Calling on the ministries of information and media stakeholders in member states to enlighten all media outlets that have a media code of honor.

Assigning the Arab Committee for Electronic Media to prepare a guiding Arab law to regulate digital media. The Council also adopted the Arab strategy for media and information literacy and the unified Arab plan to deal with environmental issues and sustainable development, in line with the Arab Vision 2045 approved at the Arab Summit (34) in Baghdad on May 34. 2025.

In order to keep pace with the transformations in the media and digital landscape, the Council welcomed the initiative of the United Arab Emirates to organize a program on “Media Engineering in the Age of Artificial Intelligence.” Assigning the Arab Committee for Electronic Media to prepare a draft Arab guideline law to regulate digital media.

With regard to the plan for Arab media action abroad, the Council stressed the urgent need for tight and integrated implementation of the mechanisms and components of this plan, starting with providing media support for the Palestinian cause, confronting the Israeli narrative, valuing the Arab civilizational and cultural character, and confronting the phenomenon of extremism and terrorism.

In this context, the Council assigned a team of experts to develop a comprehensive vision and a time frame; To implement the interim plan for the Arab media strategy to combat terrorism in cooperation with Naif University for Security Sciences.
