The Ministry of Foreign Affairs and Expatriates of the State of Palestine welcomed the decision of the President of the Human Rights Council to reconstitute the Permanent Independent Commission of Inquiry into the grave violations of human rights and international humanitarian law in the Occupied Palestinian Territory, including East Jerusalem, based on Human Rights Council Resolution S-30/1 issued on May 27, 2021, which stipulated the necessity of forming an independent and continuing international commission of inquiry to investigate all Israeli violations and crimes committed, and all the root causes of the prolongation of the conflict. This decision contributed to uncovering the facts and strengthened the international path towards legal accountability by putting an end to the policy of impunity and finding the right ways to do so.
She explained that this decision embodies the commitment of the international community to ensure independent international oversight of the grave violations and crimes committed by the Israeli occupation forces, and reflects the urgent need for effective mechanisms that contribute to the protection of Palestinian civilians. The State of Palestine notes that the mandate of this committee includes its assignment to monitor and submit reports on settler terrorism, and the sending of weapons to Israel, the occupying authority, and the impact of that on the rights of the Palestinian people, and methods of confrontation and accountability for that, which reflects the importance of continuing this international mechanism in the face of the escalation of violations and crimes of the Israeli occupation forces and gangs. The State of Palestine stressed that this renewal reflects the international community’s awareness of the seriousness of the escalating violations and the necessity of continuing international investigation and accountability, to ensure the completion of the legal path initiated by the previous committee, and to continue its path as part of the international efforts aimed at protecting the Palestinian people and human rights, achieving accountability, and putting an end to the repeated Israeli crimes against our people. It stresses the need to enable the committee to enter the State of Palestine and access the facts in an unrestricted manner, and to provide it with the necessary resources to ensure the effective and independent implementation of its mandate.
It noted that respect for international law and the principles of accountability is the only way to ensure the protection of human rights and the achievement of justice, and that the continuation of the work of fact-finding committees until the end of the Israeli occupation represents a pivotal step in confronting the systematic Israeli violations and ending the existing injustice against the people.
