Social Solidarity reviews its efforts to promote the rights and empowerment of people with disabilities

The Ministry of Social Solidarity confirmed that promoting the rights and empowerment of persons with disabilities represent basic pillars of the Ministry’s policies, on the occasion of the celebration of the International Day of Persons with Disabilities, which falls on December 3rd of each year.
Dr. Maya Morsi, Minister of Social Solidarity, received a report from Khalil Muhammad, Head of the Central Administration for the Affairs of Persons with Disabilities, which dealt with the efforts and programs achieved to protect and empower persons with disabilities, within the framework of the state’s keenness to build an inclusive society that ensures Equal opportunities and leaving no one behind.
The Minister stressed that this International Day comes to reaffirm the importance of the full and effective participation of persons with disabilities in various areas of life, and to work to remove any obstacles that may limit their opportunities or community participation, noting that persons with disabilities are an integral part of the fabric of Egyptian society, and that development is not complete without their inclusion. And empowering them.
The Ministry’s work in this file is based on a clear constitutional and legislative framework, which includes the Egyptian Constitution, the International Convention on the Rights of Persons with Disabilities, and the Rights of Persons with Disabilities Law No. 10 of 2018 and its executive regulations, as the governing reference for rights, services and community integration.
The report explained that social protection programs have expanded to include more than 1.2 million people with disabilities. Beneficiaries of the “Karama” program, with a total annual allocation exceeding 11 billion pounds. More than 1.3 million integrated services cards were issued through 225 rehabilitation offices and mobile units.
During the year 2024/2025 alone, 136,792 new applications were registered, 66,804 requests for reissuance or replacement of lost ones, and 152,763 cards were printed, including 43,717 cards. Replace a lost or damaged one. The Ministry also launched the “We will deliver to you” campaign. To reach those who are unable to move to rehabilitation offices, with the participation of 5,156 volunteers.
The Ministry provides its rehabilitation and care services through 561 rehabilitation institutions, including nurseries, language training centers, physical therapy centers, institutions for mental disability and autism, and institutions for people with multiple disabilities. In the field of educational integration, 587 deaf and hard of hearing students were supported in 13 universities by providing 83 sign language interpreters at an annual cost of 3.196 million pounds, in addition to scholarships for blind students worth 972 thousand pounds in 24 universities, as well as full scholarships for high school students with disabilities in cooperation. With civil society organizations.
In the accessibility file, development work was carried out to serve people with disabilities in 15 railway stations and 35 metro stations with a total value of 156 million pounds, of which the ministry bore 78 million pounds.
Rehabilitation and employment programs were also expanded through cooperation with the Ministries of Labor and Communications, and the launch of the “Rehabilitation” platform. To support the employment of people with disabilities, in addition to opening new paths for small projects and participating in production exhibitions.
Within the framework of implementing the directives of the President of the Republic to establish a national entity for prosthetic limbs and prosthetic devices, the Ministry is working to implement the first phase of the project, which includes 6 assembly and alignment centers. A contract was concluded with the company “Otobock” The German Ministry of Social Solidarity expressed its appreciation for all national efforts supporting people with disabilities, calling for enhancing community awareness and respect for diversity, and providing an environment that guarantees fair and full participation in various fields.
The Ministry stressed that supporting people with disabilities is a shared responsibility, and that achieving A more inclusive and equitable society is an essential part of Egypt’s development path.
