The “Sakhir Declaration” stresses the necessity of developing institutional cooperation mechanisms in order to achieve security and prosperity for the countries and peoples of the Council

At the conclusion of the forty-sixth session of the Supreme Council of the Gulf Cooperation Council, which was held in the Kingdom of Bahrain today, the “Sakhir Declaration” was issued, the text of which follows:
In the name of God, the most gracious, the most merciful
Based on the depth of the historical fraternal ties that unite the countries of the Gulf Cooperation Council and their peoples, stemming from the unity of religion, blood, language and common destiny, and the lofty goals upon which the Council has been based since its founding in 1981, Their Majesties and Highnesses the leaders of the Gulf Cooperation Council countries, meeting at the forty-sixth session of the Supreme Council of the Gulf Cooperation Council in Sakhir in the Kingdom of Bahrain, affirm their adherence to the following principles:
First: Strengthening the solid ties and integration between member states, out of belief in the lofty goals of the Cooperation Council for the Arab States of the Gulf, in continuation of the approach of the founding fathers and leaders, and embodying the aspirations of the peoples of the Council towards greater stability, security, progress and prosperity.
The leaders affirmed their determination to continue the process of coordination and integration between the countries of the Gulf Cooperation Council in all political, security, economic and social fields to achieve their desired unity, in a way that achieves common fraternal interests and contributes to laying the foundations of security, peace and prosperity in the region and the world.
The leaders expressed their satisfaction with the complementary achievements achieved during the course of joint Gulf action in light of a cohesive defense and security system, wise and balanced diplomatic positions, and sustainable development and economic projects, which reflected the Council’s political cohesion and consensus in visions, goals and positions towards various regional and international issues. They also stressed the importance of continuing efforts at a faster pace to achieve more gains for the GCC countries and their people.
Second: Respecting the sovereignty of the GCC countries and other countries in the region, not interfering in their internal affairs, and rejecting the use or threat of force, stressing that the security and stability of the GCC countries are indivisible, and that any attack on the sovereignty of any member state is a direct threat to their collective security.
In order to consolidate a just, comprehensive and lasting peace in the Middle East region, and to resolve regional and international disputes by peaceful means, the leaders affirmed their welcome of the outcomes of the Sharm El-Sheikh Peace Summit, and their support for regional and international efforts aimed at ensuring full compliance with the terms of the agreement to end the war in the Gaza Strip, facilitating the delivery of humanitarian aid and reconstruction, and strengthening the efforts and endeavors leading to the establishment of an independent, sovereign Palestinian state on the borders of June 4, 1967. Its capital is East Jerusalem, in accordance with the two-state solution, the Arab Peace Initiative, and international legitimacy resolutions, in a way that achieves the aspirations of the Palestinian people and all peoples of the region to live in security and peace.
Third: Eagerness to continue achieving further economic development and technological and scientific progress, as the leaders stressed the importance of completing the requirements of the Gulf common market and the customs union, enhancing trade and tourism, encouraging investment in strategic projects, especially in the areas of infrastructure, transportation, energy, communications, water and food, enhancing the integration of digital infrastructure, facilitating e-commerce, and supporting the development of joint systems for digital payment and cloud services, in a way that contributes to achieving full economic citizenship and supporting comprehensive and sustainable development.
The leaders also stressed the importance of continuing economic diversification paths and strengthening the economy based on innovation and sustainability, ensuring long-term prosperity for the GCC countries and their people.
The leaders stressed the importance of enhancing cooperation in the fields of technology, artificial intelligence and cybersecurity, within the framework of a joint Gulf strategy that contributes to enhancing knowledge integration, exchanging experiences in the field of digital transformation, combating cybercrime, providing a safe digital environment for communities, and enhancing the active participation of youth and women in the development process, while emphasizing the role of think tanks and research in anticipating the future and formulating public policies that support sustainable development.
Fourth: Emphasizing environmental responsibility and encouraging sustainable initiatives, renewing commitment to protecting the environment and confronting the challenges of climate change, reducing carbon emissions, promoting clean and renewable energy projects, and preserving natural and marine resources, in line with Gulf and global initiatives aimed at achieving zero neutrality and the goals of sustainable development.
Fifth: Strengthening international cooperation to maintain regional security, consolidating the bonds of political, security and economic partnership and cooperation with friendly countries, international organizations and economic blocs, and strengthening them in the areas of sustainable development, combating all forms of extremism and terrorism, hate speech and incitement, confronting cross-border crimes, and supporting the efforts of the joint naval forces, based in the Kingdom of Bahrain, in order to enhance energy security, protect maritime navigation and international trade, and work to make the Middle East region free of nuclear weapons and weapons of mass destruction, and to prevent races. Armament, to enhance regional security and stability.
The leaders expressed their support for the Kingdom of Bahrain in representing the Arab group as a non-permanent member of the UN Security Council during the next two years, and their confidence in its ability to achieve the aspirations of the Cooperation Council and the sisterly Arab countries, stressing its role as an active partner in promoting international security and peace, giving priority to dialogue in resolving conflicts, and devoting the values of tolerance, coexistence and human brotherhood.
The leaders also expressed their appreciation for the participation of Mrs. Giorgia Meloni, Prime Minister of the friendly Italian Republic, in the discussion session between the two sides, which focused on strengthening the established historical friendship relations, during which it was agreed to develop a joint action plan to advance relations to a comprehensive strategic partnership, aiming to enhance their common interests, in a way that reflects the openness of the GCC countries to building broad partnerships with friendly countries.
At the conclusion of their meeting, the leaders of the GCC countries stressed the need to develop institutional cooperation mechanisms to expand the horizons of fraternal solidarity and strategic integration, in order to achieve security and sustainable prosperity for the GCC countries and their peoples, within a safe and stable region, and to contribute to building a more just and prosperous world, stressing the firm commitment to these principles to ensure a brighter future for the GCC countries and their peoples.
