Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, confirmed that the presidential initiative “Alliance and Development” It represents an advanced model for the practical application of the National Sustainable Innovation Policy 2030, noting that the alliances that qualified for the final stage reflect the ability of the higher education system, scientific research, industry, and government institutions to create strong partnerships capable of leading regional development.
The Minister added that this initiative aims to build a stimulating environment for innovation and entrepreneurship in various regions, and to transform each alliance into a knowledge-based economic development engine, and a major contributor to job creation, And establishing successful companies based on the outcomes of scientific research and technology.
Dr. Hossam Othman, Deputy Minister for Innovation, Artificial Intelligence and Scientific Research, confirmed that the presidential initiative “Alliance and Development” It is considered one of the largest national programs that combine innovation, industry and entrepreneurship within a unified framework, pointing out that the establishment of specialized regional alliances represents a practical move towards implementing sustainable innovation policies and linking the results of scientific research directly to the real economy.
He added that the Ministry has worked, since the launch of the competitive invitation, to implement an accurate evaluation system based on objective criteria and detailed meetings with the alliances, which contributed to selecting the best models capable of creating a measurable development impact in the country. The various regions.
The Deputy Minister pointed out that the advanced alliances provided promising applied visions in many fields, and that the final stage of evaluation represents a decisive step in transforming these visions into accurate implementation plans that include budgets, performance indicators, and sustainability plans. Emphasizing that the Ministry will carefully follow up on the implementation of the executive protocols to ensure the transformation of these alliances into effective innovative entities capable of supporting the Egyptian economy and enhancing its competitiveness.
The Ministry of Higher Education and Scientific Research launched the competitive call for the presidential initiative "Alliance and Development" On February 17, 2025, within the framework of implementing the National Strategy for Higher Education and Scientific Research 2030 and the National Policy for Sustainable Innovation, the initiative aims to maximize the capabilities of the science, technology and innovation system in the Egyptian state by establishing and activating specialized regional alliances that include institutions of higher education, scientific research, industry, entrepreneurs, investors and government agencies in the regions of the Egyptian state, to stimulate innovation and entrepreneurship in a specific, promising business sector with high economic growth, which maximizes the benefit and multiplies the impact, so that each alliance becomes an engine for development.
Within the framework of promoting the initiative, 6 online meetings were held to respond to inquiries, the first on March 18, 2025 and the last on May 15, 2025, and 6 meetings were held with the boards of higher education and scientific research institutions, the first on March 19, 2025 and the last on May 4. 2025, and 11 in-person workshops were implemented to network alliances in different regions, the first on March 23, 2025 at Cairo University and the last on May 25, 2025 at New Valley University.
The application window for the initiative was closed on June 12, 2025, with one hundred and four alliances applying, and the advanced alliances were evaluated in 3 stages; In the first stage, the alliances’ compliance in their final status with the requirements for applying for the initiative was reviewed and violators were excluded from it. In the second stage, a preliminary technical evaluation was conducted for 4 pivotal items, which are the purpose, partnership, business precedent, organizational structure, activities, implementation plan, budget, sustainability plan, and indicators of achievement.
The evaluation was carried out through a specialized technical committee with the assistance of the specific councils of the Academy of Scientific Research and Technology to hold discussion meetings. With the advanced alliances, and in the third stage, the final technical evaluation was conducted with the help of international experts to hold additional meetings with the alliances and establish the final technical grade for each alliance.
9 alliances passed the three aforementioned evaluation stages to be initially accepted and reach the final stage of evaluation, which includes signing a cooperation protocol between the ministry and the coalition with the aim of developing the final vision for the coalition’s work sector, membership structure, budget, detailed implementation plan for the first 6 months, and performance indicators. And achievement.
If the alliances successfully pass the required protocol tasks, they will be finally accepted and an agreement contract will be signed with the ministry to begin implementing the agreed-upon alliance activities over a period of three years, with the accepted alliances receiving financial support ranging between 90 and 150 million pounds for each alliance.
It should be noted that the presidential initiative "Alliance and Development" It is one of the initiatives of the National Policy for Sustainable Innovation 2030, which was announced by the Ministry of Higher Education and Scientific Research at the beginning of 2025 with the aim of transforming Egypt into a sustainable, innovative knowledge society by employing innovation based on the outputs of scientific research to create value and enhance sustainability in all productive and service sectors in a way that enhances the quality of life, inclusive growth, and the country’s regional competitiveness.
