"Ras Al Khaimah Executive" It approves the adoption of a legislative framework that integrates the humanitarian and technical dimensions
Ras Al Khaimah, 8 December / WAM / The Executive Council of the Emirate of Ras Al Khaimah issued Resolution No. (19) of 2025, regarding the adoption of the mechanism for preparing and issuing legislation, in a step aimed at enhancing public value and achieving a sustainable positive impact.
This decision reflects the emirate’s commitment to raising the level of competitiveness and quality of life, and contributing to achieving Ras Al Khaimah Vision 2030, in addition to enhancing government efficiency by reducing bureaucratic procedures and rationalizing spending to ensure the optimal use of public resources.
This mechanism also contributes to improving customer experience, enhancing confidence by establishing the principles of transparency, and expanding the scope of effective participation of stakeholders.
This mechanism is distinguished by its strategic focus, its integration of the human and technical dimensions, and its ability to achieve optimal alignment between quality and speed in developing policies and legislation.
The modernization process was based on the design thinking methodology, as it began by identifying the requirements of government agencies and those addressing the legislation, passing through the stages of idea generation and experimental application, before the mechanism was finally approved.
Concurrent engineering and process engineering methodologies were also applied, eliminating four main steps and achieving seamless flow between parties by avoiding frequent switching between successive steps. This was enhanced by introducing service level agreements and taking into account customer experience when reviewing the relevant executive regulations.
The mechanism ensures enhancing the quality of outputs by benefiting from international best practices, in addition to the active participation of specialized sectoral committees.
