DIFC Courts launches new five-year growth strategy

DUBAI, December 11, 2018 (WAM) – The Dubai International Financial Center Courts launched a new five-year growth strategy for the years “2026-2030”, with the aim of strengthening its role as a global center for commercial justice, and supporting Dubai’s position as a leading international oasis in the fields of business and financial services.
This strategy comes as a continuation of the tangible results achieved within the framework of the work plan for the Centre’s courts 2022-2024, as it draws an expanded road map for the growth of judicial and support services, and enhancing the efficiency and reliability of the system for adjudicating cross-border disputes, in a way that supports the Dubai Economic Agenda D33, the Dubai Digital Strategy, and the vision of the Dubai International Financial Center as a leading global financial centre.
The strategy includes six axes and 26 initiatives, which constitute an integrated program of projects that will guide the process of developing the courts over the next five years. The axes include expanding the provision and availability of services based on contemporary innovations, enhancing the ease of access to the courts and their position as a preferred judicial jurisdiction, increasing and activating knowledge among customers, operational excellence supported by clear preparation for the future, and a cognitive transformation in business practice, developing competencies and empowering judicial and administrative cadres to be a major driver of innovation, leadership, and sustaining excellence. The strategy will build on the Center’s courts’ outstanding record in the field of service innovation, which includes achievements such as the establishment of the International Digital Economy Court, the expansion of wills services for “non-Muslims”, and the launch of the Center for Mediation and Notary Services within the “Multiple Tracks Court” model.
His Excellency Judge Omar Al Muhairi, Director of the DIFC Courts, said that the new strategy 2026-2030, which was approved by His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and President of the DIFC, embodies a clear vision to enhance the role of the DIFC Courts as one of the institutional pillars supporting the economic growth process in Dubai.
This strategy aims to achieve sustainable growth in the scope and quality of court services, expand their reach, and consolidate Dubai’s position as a preferred destination for international commercial litigation, while introducing an advanced generation of digital and cognitive capabilities into the justice system.
Through a deliberate expansion of innovation-driven services, the DIFC Courts will continue to develop specialized jurisdictions, digital economy services, and enhanced support products that directly respond to the needs of Dubai’s business environment.
The strategy aims to further consolidate the legal framework for enforcing the rulings and decisions of the Centre’s courts, and to strengthen the international judicial cooperation network, in a way that supports Dubai’s position as a safe and reliable destination for resolving international disputes and enforcing judgments across borders.
The five-year growth strategy of the DIFC Courts 2026-2030 will be implemented through a detailed program of projects and key performance indicators, under the supervision of the leadership of the courts, and in line with the broader strategic direction of the DIFC and the Government of Dubai.
