Guterres warns before the Security Council: The rule of law is being replaced by the law of the jungle
He said Secretary-General of the United Nations António Guterres The rule of law is the cornerstone of global peace and security and the beating heart of the Charter Security Council during an open debate on the international rule of law: "The world is witnessing blatant violations of international law and blatant disregard for the UN Charter"He added that the rule of law is treated in a number of conflicts as if it were a menu of selective options, pointing to crises extending from Gaza to Ukraine, and from the Sahel region to Myanmar, in addition to Venezuela and other places.
He explained that countries violate the rule of law without any deterrence through the unlawful use of force, targeting civilian infrastructure, human rights violations, the illegal development of nuclear weapons, unconstitutional changes of governments, and the denial of life-saving humanitarian aid. Life, stressing that these violations establish dangerous precedents, fuel mistrust and division between countries, and undermine people’s confidence in the ability to find common solutions.
The Role of the Security Council
The Secretary-General affirmed his intention to continue efforts for a just and sustainable peace; It lasts because it addresses the root causes of conflict, not just its symptoms. He touched on the role of the Security Council as a body that makes decisions binding on all, stressing that its responsibility is unique and its commitment is universal, indicating that reform has become necessary to enhance the Council’s representation and effectiveness without delay.
Guterres identified three areas of action related to the future of the rule of law, including states fulfilling their promises, taking full advantage of the dispute settlement mechanisms stipulated in the United Nations Charter to prevent conflicts from arising in the first place, and enhancing the use of fair and independent judicial procedures.
He called on all countries to renew Its commitment to fully respect international law and fulfill the obligations stipulated in the Charter, and that members of the Security Council bear a special responsibility to be "A good role model".
