The regulation specifies in its fourth article the paths of approved training programs, which It includes water auditing in urban, agricultural, and industrial facilities, and transportation and distribution networks, and the process of designing and implementing solutions for efficiency and rationalization of water consumption in urban and agricultural facilities.

Detailed requirements for accreditation of training agencies

Article Five requires training agencies wishing to obtain accreditation to submit an official application to the Center, accompanied by a set of requirements, the most prominent of which are: statutory licenses, a detailed description of the program’s content, objectives, learning outcomes, evaluation mechanisms and tools, and a study. A feasibility document that proves the labor market need, enrollment requirements, the nature of the jobs expected for graduates, the program development methodology, the number of targeted programs annually, and the implementation schedule.

The regulations required the submission of the certificate form granted to trainees, including the entity’s logo, accreditation logo, program name, number of hours, dates of implementation, date of issuance of the certificate, in addition to a list of training facilities and specialized resources, and a commitment to providing trainers who hold a bachelor’s degree as a minimum, with appropriate experience as determined by the center for each training content.

The requirements included the existence of clear procedures for monitoring, evaluating, and handling complaints, identifying the target cities for implementing the programs, and providing an electronic system for managing courses, trainees’ data, and their results, allowing for linking with the center’s platform, in addition to providing a self-evaluation form for the training program.

Article Six stressed the need for the representative of the training entity who signs the accreditation application to be legally authorized, bearing all the responsibilities and obligations resulting from accreditation.

The regulations stipulate that the center’s accreditation committee shall review and audit Requests, with the right to request completion of deficiencies within a specific period, otherwise the request will be considered invalid. After the audit is completed, the program is referred to an evaluation team formed by the Center, which visits the training entity in the field to verify that the accreditation standards are met, meets with its employees, and reviews the relevant documents.

The training entity may not begin implementing programs or accept trainees before the official accreditation decision is issued.

Article Fourteen requires the training entity to adhere to the provisions of the relevant regulations, circulars, and regulations, adhere to the description of the approved program, respond to the Center’s inquiries, and prepare reports. Periodically upon request within a period not exceeding 10 working days.

Article sixteen required submitting a renewal application at least 90 days before the end of the accreditation period, provided that acceptance is based on the integrity of the reports, adherence to the requirements, the absence of violations or suspension decisions during the previous year, and that the supervisory visits were free of substantive observations, with the submission of a detailed statement of the programs completed.

In the event of a violation of any provision of the regulation, the center has the right to take legal measures such as a warning, suspension or cancellation. The cancellation decision shall take effect from its specified date, and the training entity shall bear full legal, financial, and administrative responsibility towards the trainees or third parties, with the right to submit a new application after one year from the date of cancellation.

The regulations prohibited subcontracting to provide or modify the program without prior written approval from the Center, and obligated to inform the Center within five working days when a force majeure occurs that affects the continuation of implementation.

The regulations authorized the Center to establish channels to receive reports about The practices of training bodies, whether accredited or not, and taking action in coordination with the competent authorities when any violation is detected. It also granted the Center the authority to issue executive rules, guidelines, or regulatory policies that clarify the provisions of the regulation and detail work procedures.
