Iran must provide compensation for all damages incurred by the State of Qatar as a result of the Iranian attacks

The Qatari Ministry of Foreign Affairs announced that it has officially addressed the United Nations, demanding that Iran assume its legal responsibilities and provide compensation for all damages incurred by the State of Qatar as a result of the Iranian attacks. In its speech, Doha stressed the need to hold those responsible for these actions accountable in accordance with international laws, stressing the importance of protecting the sovereignty of states and ensuring that such violations that affect the security and stability of the region are not repeated.
The Ministry of Foreign Affairs stated on its official account on the “X” platform that: “The State of Qatar sent two identical letters (the twelfth and thirteenth) to both António Guterres, Secretary-General of the United Nations, and Jamal Faris Al-Ruwaie, Permanent Representative of the Kingdom of Bahrain to the United Nations and President of the Security Council for the month of April, regarding the latest developments in the Iranian attack on its territory, which represents a blatant violation of its national sovereignty, a direct violation of its security and territorial integrity, and an unacceptable escalation. It threatens the security and stability of the region.
The two messages were addressed by Her Excellency Sheikha Alia Ahmed bin Saif Al Thani, Permanent Representative of the State of Qatar to the United Nations.
The twelfth message referred to the Ministry of Defense of the State of Qatar announcing that the country was attacked by a number of drones from the Islamic Republic of Iran on Thursday, April 2, 2026, and that the armed forces successfully confronted all the drones.
The message added, “The Ministry of Defense also announced that the State of Qatar was attacked by a number of drones from the Islamic Republic of Iran on Friday, April 3, 2026, and that our armed forces succeeded in confronting all the drones. And again, the Ministry of Defense announced that the State of Qatar was attacked by a number of drones and two cruise missiles from the Islamic Republic of Iran on Sunday, April 5, 2026, and that our armed forces succeeded in confronting all of the drones and two missiles.” Al-Cruz. The Ministry of Defense also announced that the State of Qatar was attacked by a number of drones from the Islamic Republic of Iran on Monday, April 6, 2026, and that our armed forces succeeded in confronting all of the drones.
The thirteenth message referred to the Ministry of Defense’s announcement yesterday, Tuesday, that the Armed Forces of the State of Qatar had responded to a missile attack targeting the State of Qatar, and the Ministry of Interior’s confirmation that “the security authorities began dealing with an incident resulting from the interception of Iranian missiles by the Qatari air defenses, which resulted in shrapnel falling on a citizen’s house in a residential area. The incident resulted in recording four moderate injuries, including the injury of a Qatari girl, as the cases were dealt with immediately by the specialized teams, and the injured were transferred to receive the necessary medical care, while Limited material damage was recorded at the accident site.”
The two letters warned of the occurrence of these attacks by the Islamic Republic of Iran even after the Security Council adopted Resolution No. 2817 (2026), which condemned in the strongest terms the heinous attacks launched by the Islamic Republic of Iran against the State of Qatar and neighboring countries, and demanded an immediate cessation of all these attacks.
The two letters renewed the State of Qatar’s affirmation that these attacks constitute a violation of Security Council Resolution No. 2817 (2026), and its call on the Security Council to assume its responsibilities in maintaining international peace and security, and to take the necessary measures to stop these serious violations and deter their perpetrators.
The two letters stressed that the targets of attacks by the Islamic Republic of Iran are of a purely civilian nature, and that targeting them constitutes a blatant violation by Iran of the Geneva Conventions of 1949, their Additional Protocols, and the principles of international humanitarian law, specifically the principle of distinction, the prohibition of targeting civilians and civilian objects in armed conflicts, the prohibition of indiscriminate attacks, the principle of proportionality, and the obligation to take due precautions to avoid civilian targets.
The two letters stressed that “these illegal acts by the Islamic Republic of Iran entail international responsibility, making it obligated, as the case may be, to provide compensation for all damages incurred by the State of Qatar as a result of these acts, and all damages and losses resulting from the attacks will be assessed by the relevant authorities. We will keep you informed of developments.”
The two letters also affirmed that the State of Qatar reserves its right to respond, in accordance with Article 51 of the United Nations Charter, and the right to self-defense guaranteed by international law, stressing that the State of Qatar will not hesitate to take all necessary measures to protect its sovereignty, security, and the safety of its citizens and residents of its territory.
The State of Qatar called for the two letters to be circulated as official Security Council documents.
