The General Secretariat of the Supreme Legislation Committee in Dubai receives international recognition from… "Icor"

DUBAI, April 23, 2017 (WAM) – The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai has achieved a qualitative achievement by obtaining recognition from the International Organization for Institutional Resilience (ICOR), thus becoming the first legislative body in the world to obtain this accreditation at the leadership level within the Institutional Resilience Capacity Assessment (ORCA), in a step that reflects the emirate’s leadership in developing an advanced legislative system capable of keeping pace with changes and enhancing institutional sustainability.

This achievement comes in recognition of the General Secretariat’s excellence in applying the standards of the institutional resilience model issued by ICOR, which focuses on building institutional capabilities in the areas of leadership, institutional culture, risk management, and crisis response, in a way that enhances the entities’ ability to achieve sustainability and continuity of performance.

Dr. Ahmed Saeed bin Meshar, Secretary-General of the Supreme Legislation Committee of the Emirate of Dubai, confirmed that this international recognition is the result of the continuous efforts made by the General Secretariat to enhance its institutional readiness and its ability to predict and adapt to changes, by adopting an integrated system based on efficiency and effectiveness in managing institutional flexibility.

He pointed out that this achievement enhances confidence in the legislative system, and is consistent with the sound vision of the wise leadership, and the directions of the Emirate of Dubai and the UAE towards consolidating the concepts of efficiency and institutional readiness within the government work system.

He added that the General Secretariat’s achievement of this advanced level reflects international institutional appreciation of its continued commitment to laying the foundations for a flexible and innovative legislative environment capable of responding to accelerating challenges and supportive of the sustainable development process in the Emirate of Dubai.

In turn, Counselor Muhammad Jumaa Al Suwaidi, Assistant Secretary-General of the Supreme Legislation Committee, stressed that this achievement highlights the importance of flexibility as one of the basic foundations for enhancing the efficiency of the legislative system, indicating that developing legislative frameworks to keep pace with economic and social transformations contributes to supporting the stability of the regulatory environment and enabling various sectors to achieve sustainable growth.

He explained that the General Secretariat will move forward in enhancing its readiness to keep pace with global changes, and consolidate its position among the leading entities in implementing best institutional practices.

This achievement is considered one of the strategic initiatives with a prominent institutional and media impact, as it reflects a legislative body obtaining specialized international recognition at the leadership level, which contributes to strengthening the position of the General Secretariat as a global leader in the legislative field, and highlights the competitiveness of the Emirate of Dubai and its leadership in developing an integrated legislative system that supports government directions and improves the quality of life.
