The proposed system stressed the criminalization of overtaking school transport buses while they are stopping for loading or unloading, and prohibiting the driver from using any mobile device in his hand while the vehicle is moving.

The deterrent violations extended to include overtaking in prohibited areas such as curves and hills, and conducting illegal vehicle races, or traveling in convoys without obtaining an official permit.

The regulatory aspect and the protection of infrastructure

The regulations also targeted random practices such as transporting passengers in places not designated for them inside the vehicle, and increasing the dimensions of the load transported for heavy transport vehicles beyond the legally permissible limit.

The amendments addressed the protection of infrastructure and public safety by preventing trucks and heavy equipment from entering or leaving cities at prohibited times, and criminalizing carrying out road work before coordination with the relevant administration. The document warned against leaving any objects on public roads that would endanger the lives and safety of passers-by.

The amendments obligated animal owners to keep their livestock away from the approved right-of-way, and prohibited herds from being allowed to cross from places other than the designated places or without prior coordination with the competent authorities.

Reducing the rates of traffic violations

This proposal is legally based on Article 22 of the Council of Ministers system, which gives every minister the right to propose systems or regulations related to the work of his ministry, and to the members. The explanatory memorandum indicated that this strategic step directly aims to reduce the rates of traffic violations, to reduce the rates of deaths and injuries resulting from accidents, and to improve the traffic environment to raise the Kingdom’s global ranking in this regard.

It stressed that the driving reasons for approving the amendment are based on protecting property, ensuring the smooth flow of movement, and enhancing the quality of life for citizens and residents. The positive economic and financial effects of this amendment include preserving human capital as the state’s primary resource, and reducing the financial burdens resulting from treating the injured and maintaining damaged roads.

The memorandum concludes by emphasizing that reprimanding reckless people will improve the behavior of road users and enhance compliance with regulations, which will contribute to stimulating the attraction of business and investors and stimulating tourism in a safe environment.
