Dubai, 11 May / WAM / The Ministry of Finance, in cooperation with the Federal Tax Authority and Dubai Chambers, organized the second event to raise awareness of the electronic invoicing system in the UAE, in the presence of His Excellency Younis Haji Al Khouri, Undersecretary of the Ministry of Finance, along with a number of leaders from the Ministry and the Authority and more than 500 representatives of private sector companies.
The event witnessed a discussion of the objectives of the electronic invoicing system, its role in supporting digital transformation at the level of the national economy, and raising the level of efficiency, transparency and accuracy in financial transactions, in addition to reviewing the mechanism for selecting approved service providers through the “Emirates Tax” platform, and the steps of connection and application.
His Excellency Younis Haji Al Khouri said that the electronic invoicing system represents a practical path to improving the readiness of the financial system in the UAE, by adding digital solutions to facilitate transactions and raise the quality of data, in a way that supports a clearer and more efficient business environment. The UAE’s success in activating the “4-Corner” model for electronic invoicing represents an important achievement within the stages of the system, as companies can now send and exchange invoices electronically through the system, and choose an approved service provider through the “Emirates Tax” platform, in preparation. To complete the linking procedures and begin sending and exchanging invoices in a safe and efficient manner, this comes within the final stage of implementing the “5-Corner” model in the UAE, to be launched during the next stage.
He explained that the program was designed to keep pace with global best practices, and enhance integration between systems, which contributes to enhancing data reliability, reducing reliance on manual procedures, and raising reporting and tax compliance capabilities, while providing a more flexible digital foundation to support the requirements of the next stage.
He called on companies and individuals subject to the system to take early practical steps, including choosing an approved service provider, completing contractual agreements, and starting integration and connectivity procedures, pointing out that early adoption allows the business community to benefit from the benefits of the system from its early stages, especially with regard to supporting operational efficiency and compliance.
His Excellency Abdul Aziz Al Mulla, Director General of the Federal Tax Authority, stressed the importance of the event, which comes within the framework of a series of ongoing awareness and training sessions aimed at providing guidance and knowledge support to those concerned with implementing the electronic invoicing system, to ensure the success of this transformation, and to facilitate the joining of companies and concerned parties subject to the electronic invoicing system, which is expected to contribute to reducing costs and reducing the time period for completing administrative procedures.
He said that the electronic invoicing system, which was launched within the framework of close cooperation between the Ministry of Finance and the Federal Tax Authority, contributes to enhancing voluntary tax compliance electronically through safe and effective mechanisms, as the system provides many advantages to customers and those concerned with the tax system by simplifying, unifying and automating billing processes, through an electronic system that is compatible with best practices and allows immediate exchange that ensures the submission of smoother and more accurate tax returns to the authority.
He added: “An announced phased strategy has been implemented to implement the new system with the participation of concerned parties to achieve the desired benefit from this transformation, and to ensure compliance with the approved legal framework for the electronic invoicing system, while adhering to a gradual approach to supporting companies and relevant parties and giving them sufficient opportunity to prepare for the smooth transition to implementing the system, in confirmation of the keenness to provide a suitable environment for doing business easily and smoothly, and to enhance the process of transformation towards an integrated digital economy.”
The event reviewed the main steps for companies and people subject to the electronic invoicing system to join, which begins with choosing an approved service provider, then completing the necessary contractual arrangements, and then begins the integration and linking procedures with the system. This path allows companies and individuals subject to the system to prepare early to exchange electronic invoices according to reliable digital mechanisms.
The Ministry also explained that the system aims to accelerate the digital transformation in the national economy, by supporting accuracy in financial transactions, and improving levels of transparency and efficiency of tax reports, which contributes to building a modern financial system capable of keeping pace with future requirements.
The event touched on the next phase of the system, as the UAE intends to launch the pilot phase in July 2026, which represents a transition from the readiness phase to actual implementation on the ground.
This stage will contribute to enabling companies and individuals subject to the system to test the application requirements, and enable them to prepare to join the system according to a clear, gradual approach.
The Ministry confirmed that adopting the “5-Corner model” is in line with the most prominent international standards, which supports scalability and integration between systems, and helps companies and people subject to the system to exchange electronic invoices more efficiently, while enhancing compliance and reducing reliance on manual processes.
The event highlighted the practical value that the electronic invoicing system provides to companies and people subject to the system, by improving the efficiency of procedures, reducing errors, and providing more accurate data to support tax returns. The program also contributes to enhancing transparency within financial transactions, and supports the creation of a business environment more capable of benefiting from digital solutions.
The Ministry called on companies and individuals subject to the system to follow the official channels of the Ministry and the Federal Tax Authority, and to begin taking the necessary steps to join the system, in a way that enhances the readiness of the business sector for the next experimental phase, and supports the UAE’s direction towards an integrated digital financial system ready for the future.
