The court explained in its ruling that the plaintiff did not provide anything to negate the violation recorded in the arrest report, which was supported by the transferees’ statements that there was an agreement with the vehicle driver to transport them to the Holy Sites in exchange for a sum of money, in addition to the location of the arrest, without the existence of significant evidence to refute that evidence, as the arrest reports and declarations are considered regular means of proof as long as they are not refuted with corresponding evidence.

The ruling confirmed that the basis of the declarations is validity, and abstract allegations are not considered in the face of what has been proven in the system, stressing that transporting violators without Hajj permits is a violation that requires accountability and punishment, which reflects the judicial approach in the Kingdom in consolidating the prestige of the regulations and enhancing commitment to the procedures regulating the Hajj season, and protecting the security and safety of the guests of God, in implementation of the directives of the Custodian of the Two Holy Mosques and His Highness the Crown Prince to fully adhere to the regulations and instructions, and to confront For anything that might disrupt the integrity of the procedures or affect the performance of the ritual.
