Launching the “Human Resources Law Elite” initiative in Dubai

Dubai, 1st July / WAM / The Dubai Government Human Resources Department launched the “Human Resources Law Elite” initiative with the aim of enhancing applied legal knowledge among citizen jurists in government agencies in a way that supports the quality of administrative decisions, enhances the consistency of legal and administrative practices, and raises the efficiency of cooperation between legal departments and human resources departments.

The initiative is based on a methodology based on data analysis and applied knowledge, as the department developed its axes based on the analysis of the “Legal Inquiries Portal,” which has received more than 2,000 inquiries since 2020, which made it possible to identify the legal topics most closely related to practical applications and challenges associated with the government human resources system, and to develop knowledge content that reflects the actual needs of government agencies and the government work environment.

The initiative focuses on providing applied legal content through specialized discussion panels that bring together legal professionals from government agencies, which contributes to exchanging experiences, reviewing practical applications, judicial rulings, legal opinions, and administrative models related to the Dubai Government’s Human Resources Management Law, in a way that enhances applied legal understanding and improves the quality of administrative practices.

The first phase of the initiative includes the participation of Dubai Municipality, the Roads and Transport Authority, the Department of Islamic Affairs and Charitable Activities, the Dubai Civil Aviation Authority, the Community Development Authority, the Dubai Culture and Arts Authority, and Dubai Customs, as part of a phased approach aimed at enhancing knowledge and applied integration in the field of government human resources.

His Excellency Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said: “The “Human Resources Law Elite” initiative reflects the Dubai government’s directions towards developing a more integrated and proactive government system, based on institutional knowledge, quality legislative implementation, and investment in national competencies, in a way that enhances the readiness of government agencies and raises the efficiency of the government work environment.”

His Excellency added: “The initiative comes within a broader trend to consolidate the practical application of legislation and enhance integration between legal departments and human resources departments, by building a specialized space to exchange experiences, review real-life applications, judicial rulings, and administrative models related to the government human resources system.”

For his part, Dr. Juma Obaid Al-Mutawa, Director of the Legal Affairs Office, said: “The initiative represents a practical model for enhancing applied legal knowledge within government agencies, by focusing on discussion panels, realistic applications, judicial rulings, and legal opinions related to the government human resources system, which contributes to transferring legal knowledge from its theoretical framework to practical application.”
