Combating Terrorism
In his statement after the session, the Minister of Information, Salman bin Youssef Al-Dosari, explained that the Council noted the active participation of the delegation of the Kingdom of Saudi Arabia in the United Nations Counter-Terrorism Week, which included an emphasis on the commitment to close cooperation with international organizations and their relevant bodies to fight this scourge, uproot it from its roots, dry up its sources of funding, and support efforts aimed at confronting the threats. terrorist; To build a safe and stable future.
The Council welcomed the unanimous adoption by the United Nations Human Rights Council at its (sixty-second) session of a resolution submitted by the Kingdom on "Empowering women in the field of cybersecurity"; Based on the global initiative launched by His Highness the Crown Prince in this regard, to enhance its goals at the international level, and to embody its vision with concrete practical steps.
Telecommunications Development Index
The Council of Ministers confirmed that the Kingdom achieved first place in the world in the 2026 Telecommunications and Technology Development Index issued by the International Telecommunication Union; It represents a reflection of the continuous development in infrastructure and the regulatory environment that supports enhancing international leadership in the future of technology and artificial intelligence, in light of the accelerating growth of the Saudi digital economy, which has consolidated its position as the largest market in the Middle East and North Africa region.
The Council promised to elect the Kingdom as Chairman of the Executive Council of the Arab Civil Aviation Organization for the second time in a row; As an extension of its pioneering role in supporting this sector at the regional and international levels, and its effective contributions and initiatives in developing the air transport industry.
Strategic Sectors
The Council appreciated the World Bank’s praise of the experimental environment for artificial intelligence in education in the Kingdom as a pioneering model and international reference for developing more high-quality and sustainable digital education, employing modern technologies and enabling educational bodies and innovators to find practical solutions in this field.
And in local matters; The Council of Ministers reviewed the general performance indicators for a number of strategic and vital sectors, praising in this context the non-profit sector’s continued achievement of its development goals at an accelerated pace, recording growth in the contribution of non-profit organizations to the gross domestic product, with the number of non-profit organizations increasing to more than (7,200) by the end of 2025 AD, and the number of volunteers reaching (1.7) million volunteers.
Agenda
The Council reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions of the Council of Political and Security Affairs, the Economic Affairs and Development Council, the General Committee of the Council of Ministers, and the Council of Experts of the Council of Ministers in their regard. The Council concluded the following:
First:
Approval of an agreement between The government of the Kingdom of Saudi Arabia, the governments of Hungary, and the Republics of Kazakhstan and Poland regarding exemption from visa requirements for holders of diplomatic, service, and private passports.
Second:
Approval of a memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of the Republic of Singapore regarding cooperation in the field of social development.
Third:
Authorizing His Royal Highness, Chairman of the Board of Directors of the Nuclear and Radiological Regulatory Authority – or his representative – to discuss with the Canadian side a draft memorandum. An understanding between the Nuclear and Radiological Regulatory Authority in the Kingdom of Saudi Arabia and the Canadian Nuclear Safety Authority to exchange information in the fields of nuclear and radiation oversight, and signing it.
Fourth:
Authorizing His Highness the Minister of Culture, Chairman of the Board of Directors of the Museums Authority – or his representative – to discuss with the Omani side a draft memorandum of understanding for cooperation in the field of museums between the Museums Authority in the Kingdom of Saudi Arabia and the National Museum in the Sultanate of Oman, and signing it. It.
Fifth:
Approval of a memorandum of understanding for cooperation between the Ministry of Justice in the Kingdom of Saudi Arabia and the Ministry of Justice in the Republic of Turkey.
Sixth:
Approval of a memorandum of understanding for cooperation in the field of the future of modern transportation methods between the Ministry of Transport and Logistics Services in the Kingdom of Saudi Arabia and the Ministry of Transport and Sustainable Mobility in the Kingdom of Spain. By discussing with the Mauritanian side a draft memorandum of understanding between the General Auditing Office in the Kingdom of Saudi Arabia and the Court of Accounts in the Islamic Republic of Mauritania for cooperation in the field of accounting, supervisory and professional work, and signing it.
Eighth:
Building (a unified national platform for visas) at the Ministry of Foreign Affairs, which will be the approved national platform. Abdul Karim Al-Turki, Abdullah bin Saeed Al-Ghamdi, Abdulaziz bin Muhammad Al-Mulhim, and Muhammad bin Khaled Al-Khudair; Members of the Board of Directors of the General Corporation for Technical and Vocational Training.
Tenth:
Approving the final accounts of the Real Estate Development Fund, the Saudi Industrial Development Fund, and the universities of: (Umm Al-Qura, Jeddah, Hail, King Abdulaziz, and Imam Muhammad bin Saud Islamic University), for previous financial years.
Eleventh:
Providing necessary guidance regarding a number of topics on the agenda of the Council of Ministers, including annual reports for the Royal Commission for AlUla Governorate, and the Commission Developing the Imam Turki bin Abdullah Royal Reserve and King Saud bin Abdulaziz University for Health Sciences.
Twelfth:
Approval of the promotion of His Highness Prince Bandar bin Saud bin Muhammad bin Muqrin Al Saud to the position of (undersecretary) at the (fifteenth) rank at the Ministry of Islamic Affairs, Call and Guidance, and the promotion of Fahd bin Mubarak Al-Qahtani to the position of (geological advisor) at the (fourteenth) rank at the Ministry of Energy.
