المملكة: Urgent: Compensating injured trainees and banning violating coaches. Regulating sports institutes with a new regulation


I introduced Ministry of Sports A new regulation to regulate the work of Sports institutesin the Kingdom require investors to obtain prior licenses to practice the activity in person or electronically, while adopting strict controls to protect the rights of beneficiaries and ensure their safety.

The regulations set the duration of the license at one year, subject to renewal, stipulating that applications be submitted via the Ministry’s electronic platform with the attachment of commercial records and facility licenses.

Article Six affirmed that it is not permissible to continue practicing the activity of the academy or institute after the expiration of the license period without renewing it.

Implementing safety requirements

The Ministry imposed an explicit commitment to implement structural and operational safety requirements, in addition to setting special controls for providing services and training programs for women.

The regulations indicated that these controls guarantee privacy and safety, and the provision of appropriate administrative and training facilities and cadres for women.

The new legislative system prohibited institutes from employing trainers or technicians not licensed by the Ministry, or seeking assistance from persons who do not meet the requirements, and it also prohibited the sale of Or promoting prohibited materials in sports fields, or allowing their use and circulation within facilities.

Rights of Beneficiaries

With regard to the rights of beneficiaries, the Ministry stipulated that the contractual relationship be regulated under a contract written in Arabic, clearly stating the enrollment fees and conditions for withdrawal and refund.

It obligated the Institute to refund the fees for the remaining period in the event that the trainee was injured due to the error of the Institute’s employees, or when the facility was idle for a period that prevented benefit.

It revealed The regulations obligate the licensee to establish a clear internal mechanism to receive beneficiaries’ complaints, and to begin addressing them within a period not exceeding two working days, and indicated that the Ministry reserves the right to take temporary protective measures that include closing the facility or stopping activity when there is a risk threatening the safety of beneficiaries.

The instructions made clear that any activity carried out within the facility is subject to the management’s supervision and direct responsibility, even if it is submitted through third parties, and pointed to the minister’s right to classify sports institutes into categories according to specific criteria for organizational and operational purposes.
