The Executive Council adopted the project to attract the best international universities, aimed at turning Dubai into a leading global center for higher education, and creating an advanced educational environment characterized by a mixture of transient education for borders and national programs that invest in education, scientific research and global cooperation between the sectors.
The project, which is implemented by the Knowledge and Human Development Authority and the Department of Economy and Tourism, contributes to accelerating the achievement of the goals of the education strategy in Dubai 2033, in particular enhancing the competitiveness of graduates in Dubai regionally and internationally, and doubling educational tourism coming to the emirate by 10 times by 2033, and supports the achievement of the targets of Dubai Economic Agenda D33; Including the inclusion of the upcoming Emirati generation in the labor market and the promising sectors, leading to contributing to doubling the size of Dubai’s economy during the next decade to be among the best 3 economic cities in the world.
The ambitious targets of the project to attract international universities include that international students make up 50% of the total number of students enrolled in higher education institutions in the emirate by 2033, and achieve 5.6 billion dirhams as a direct contribution to the higher education sector in GDP, and to make Dubai one of the 10 best cities for students to study in more than 70 higher education institutions (including 11 institutions classified within the best 200 universities globally by 2033).
Dubai is currently hosting 37 branches of international universities that offer a variety of academic programs, to meet the needs of learners and keep pace with their future aspirations, and among these universities are two universities included in the best 200 universities around the world according to the global “QS” classification of universities for the year 2026, namely the University of Certen- Dubai, and the University of Longong in Dubai, in addition to the University of Birmingham- Dubai, which is ranked among the 100 best universities globally, which has achieved progress Four centers in international classification, and the University of Manchester – Dubai, which is among the 50 best universities in the world.
The project initiatives include the development of the student visas system, the provision of scholarships for international talents, the work visa for the graduates, the strategy of attracting prestigious universities, the establishment of university groups with a large impact, the development of organizational and legislative frameworks to ensure quality, the investment fund in higher education, and the Dubai Scientific Research Network.
The Executive Council also adopted the academic and vocational counseling policy in Dubai, which supports students in making deliberate decisions to choose academic and professional specializations that they aspire to, in a way that supports them in building their future cognitive and professional, and contributes to achieving the targets of the education strategy 2033 by enabling students to learn quality learning that achieves their aspirations and develops their capabilities in their educational journey in Dubai.
The policy, which is implemented by the Knowledge and Human Development Authority, aims to enhance the capabilities and effectiveness of academic and vocational guidance services, provide students with knowledge, skills and necessary experiences that enable them to effectively professional planning, and support students in moving smoothly from education to the labor market, while enabling Emirati students to distinguish in strategic specializations and the most demanding fields.
Politics also enhances partnership relations between the sectors of education, business and society for the best achievement for students in choosing their paths and designing their future based on their ambitions, skills and promising opportunities in the labor market.
The strategic targets of politics include achieving 90% of Emirati students who are employed within 6 months of graduation, 90% of students who are employed in their field of studies, 80% of educational institutions that provide academic and professional guidance programs with qualified cadres, and 70% of school students graduating and acceptable among the first three destinations they chose.

In addition, the Executive Council adopted the 2030 Air Quality Strategy in Dubai, which complements efforts for the previous strategy by developing a plan to reduce polluting emissions in air in coordination with all the main sectors of the emirate; It supports the achievement of the national agenda of air quality 2031.
The air quality is a major priority as one of the most important indicators of the quality of life, the welfare of society, the competitiveness of cities and economies, as well as being part of the national and global goals and initiatives related to sustainable development; Where the strategy represents a future road map that aspires to achieve air quality targets for the year 2030; The achievement of 90% in the number of clean air days according to the extension standards of the World Health Organization, and the reduction of the concentration of the particles stuck in the air to the rate of 35 micrograms per cubic meter until the year 2030, where the list of targeted pollutants within the strategy includes carbon monoxide gases, ground ozone, sulfur dioxide, and nitrogen dioxide, in addition to the stuck particles.
The strategy includes a set of projects and qualitative initiatives to reduce polluting emissions that will be implemented by all participating entities, and cover five main main sectors: transportation in all its means (land, sea, and air), industry, energy production, waste, and construction.
The Dubai Authority for Environment and Climate Change implement the 2030 air quality strategy with the participation of (9) major bodies, namely the Dubai Municipality, the Dubai Electricity and Water Authority, the Roads and Transport Authority, the Supreme Energy Council, the Dubai Airports Corporation, the Ports and Customs Corporation and the Free Zone, Dubai World Ports, in addition to the Ministry of Industry and Advanced Technology, and the Emirates International Aluminum Company.
The Executive Council also approved the project to establish the Dubai International Mediation Center, as a center specializing in disputes resolution and methods of resolving them amicably, through a partnership between the Department of Legal Affairs of the Dubai Government and the leading European Center in the field of mediation.

The center aims to enhance the emirate’s reputation and its attractiveness to external investments by creating the appropriate environment to settle disputes by providing alternative solutions to litigation, whether represented in the means of avoiding disputes or resolving them, in a way that contributes to the speed of separation of disputes, achieves cost and time, and enhances ways to maintain relations between the parties to the conflict, and supports the judicial system in the emirate.
The establishment of the center also enhances the creation of a variety of jobs in the field of mediation and means of avoiding disputes in Dubai, and enhancing the emirate’s reputation and attractiveness to foreign investments. In addition, the project contributes to supporting the achievement of international competitive indicators, the most important of which is an indicator that provides alternative methods for the settlement of disputes in accordance with the civil justice project, in addition to that it directly supports the goals and values ​​of the legislative system in the emirate and the state that are keen to prepare and facilitate all guarantees to achieve completed justice.
The Executive Council also adopted the construction project policy for the Dubai government, as part of the priorities of the Dubai Plan 2033, to enhance financial plans and expansion strategies in the construction projects of the Dubai government.
The policy, which is implemented by the Department of Finance in Dubai, aims to govern the construction of Dubai Government’s construction projects through unified measures that enhance transparency and reliability, and to find a unified mechanism to adopt and implement construction projects according to the size and cost of the project, as well as enhance the financial and economic impact planning of projects and direct financial resources towards priorities, in a way that ensures the sustainability of economic growth and enhances its flexibility, and accompanies the goal of increasing spending Government from 512 billion dirhams in the past decade to 700 billion dirhams for the next decade within the Dubai Economic Agency D33.

The government of government construction project governance is adopting a portfolio of construction projects for the Dubai government, which is expected to be implemented during the next five years, according to three classifications according to the size and cost of projects represented in projects less than 200 million dirhams, projects between 200 to 500 million dirhams, projects that exceed 500 million dirhams.
