Saqr Ghobash: Legislative institutions are a pillar for consolidating the values of the Constitution and transforming them into a living reality that serves the nation and the citizen

Baku, October 29, 2017 – His Excellency Saqr Ghobash, Speaker of the Federal National Council, participated in the work of the international parliamentary conference dedicated to celebrating the thirtieth anniversary of the adoption of the Constitution of the Republic of Azerbaijan, which was held under the title: “The Constitution is the basis of the independence and sovereignty of states in the contemporary world,” as part of his official visit to the Azerbaijani capital, Baku, during the period from 28 to 31 October, at the invitation of Her Excellency Dr. Sahiba Gafarova, President of the National Assembly of the Republic of Azerbaijan.
In his speech before the conference, His Excellency Saqr Ghobash expressed sincere thanks and appreciation to Her Excellency Dr. Sahiba Gafarova for the kind invitation and warm reception, and conveyed to the leadership and people of the Republic of Azerbaijan the sincere congratulations and blessings of the United Arab Emirates on the occasion of the thirtieth anniversary of the adoption of the Constitution, stressing that this historical event represents an important milestone in the journey of Azerbaijan, which, thanks to its national vision and will, was able to build a modern state based on the principles of sovereignty, independence and sustainable development.
He said that the Azerbaijani experience over the past three decades has proven that development is not the product of wealth alone, but rather the result of conscious national will and integrated institutional work, noting that the constitution, in its essence, is not only a legal text, but an embodiment of the values of countries, an expression of their spirit, and a reference for consolidating the principles of citizenship and peace.
He added that the friendly Republic of Azerbaijan has achieved a comprehensive renaissance in various fields, thanks to the strong relationship between the state and the citizen, and the building of development priorities in education, health, environment and energy, which made it a regional model in balanced and sustainable development.
His Excellency pointed out that the relations between the United Arab Emirates and the Republic of Azerbaijan represent a model of relations based on mutual respect and common interests, and were recently strengthened by the historic visit made by His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him, to Baku last September, which inaugurated a new phase in the path of bilateral cooperation, and opened promising horizons in the fields of renewable energy, green economy, digital transformation, and artificial intelligence.
He stressed that these relations have become a bridge of communication between the Gulf region, the Caucasus and Central Asia, and a successful model in combining political realism with a future vision to achieve regional and international security and stability.
He noted that legislative institutions represent a pillar for consolidating the values of the constitution and transforming its principles into a living reality that serves the nation and the citizen, stressing the importance of constitutions remaining abreast of the transformations of the times without losing their constants, and for them to be an effective tool in supporting development and peace.
At the end of his speech, His Excellency extended his warmest congratulations to the leadership and people of the Republic of Azerbaijan on this precious national occasion, wishing it continued progress and prosperity.
