المملكة: urgent: "Shura" Calls for coordination between the agencies implementing infrastructure projects in Riyadh


Hold The Shura Council today held its ninth regular session of the work of the second year of the ninth session, headed by the Speaker of the Council, Sheikh Dr. Abdullah bin Mohammed bin Ibrahim Al Al-Sheikh.

At the beginning of the session, the Council reviewed the agenda of its ninth regular session, and the items contained therein, taking the necessary decisions regarding them, and issued a decision during this session regarding what was included in the annual report of the Center for Special Economic Zones in the city of RiyadhFor the fiscal year 1445/1446 AH, in which the Center for Special Economic Zones in the city of Riyadh called for work to complete the institutional construction and strategic plan; To ensure that the center achieves its goals.

The Council took its decision after listening to the point of view of the Hajj, Housing and Services Committee, which was read by the Council member and Chairman of the Committee, Dr. Attiya Al-Atawi, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of the Center for Special Economic Zones in Riyadh.

Infrastructure projects in Riyadh

And among the items on the session’s agenda, the Council approved a draft memorandum of understanding between The Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia and the Ministry of Agriculture and Rural Development in the Republic of Poland in agricultural fields, as well as a draft memorandum of understanding between the Ministry of Transport and Logistics in the Kingdom of Saudi Arabia and the Ministry of Communications in the Federal Republic of Brazil for cooperation in the postal sector.

And among the agreements listed on the agenda of this session, the Council approved a draft headquarters agreement between the government of the Kingdom of Saudi Arabia and the Regional Center for Quality and Excellence in Education, and a draft agreement between the Kingdom of Saudi Arabia and the Syrian Arab Republic on the encouragement and mutual protection of investments, And a draft general agreement for cooperation between the government of the Kingdom of Saudi Arabia and the government of the Republic of Estonia.

In addition, during this session, the Council discussed the annual report of the Center for Infrastructure Projects in the Riyadh Region for the first fiscal year ending on 12/31/2024 AD, after listening to a report submitted by the Hajj, Housing and Services Committee regarding what was included in the center’s annual report.

An integrated legislative and regulatory framework

After putting the committee’s report up for discussion, the members of the Council expressed a number of Notes and opinions regarding what was included in the annual report of the Center for Infrastructure Projects in the Riyadh Region. Member of the Shura Council, Dr. Abdullah Al-Najjar, called on the Center, in coordination with the relevant authorities, to work on preparing an integrated legislative and regulatory framework that enables the Center to perform its executive and coordination role in planning, implementing and following up on infrastructure projects, in a way that enhances the clarity of powers and responsibilities between the authorities, achieves integration and effective governance, raises the efficiency of spending and reduces conflicts between the authorities.

In turn, a council member called for The Shura Council, Dr. Hassan Al Masloum, called on the Center for Infrastructure Projects in the Riyadh Region to prepare a plan to implement coordination and integration with the agencies implementing infrastructure projects, and to develop unified performance indicators to measure the efficiency of their performance in implementing those projects.

Strategic Directions

In his intervention on the Center’s annual report, Shura Council member Dr. Faisal Al Bawardi demanded that the Center work in coordination with the Adaa Center to review and develop its strategic objectives and indicators to achieve the Center’s strategic directions and enhance its role in developing infrastructure projects. Infrastructure.

At the end of the discussion, the committee asked to be given more time to study the additional opinions or recommendations put forward by the members and to return its point of view to the Council at a later session.
